Governance was implemented through a rules based change process and an agile development cadence, enabling NHS Blood and Transplant to update allocation logic without extensive redevelopment. The approach emphasised continuous control over allocation rules and process artefacts, and explicitly supported maximising patient outcomes through more transparent and adaptable process and decision management.
