In 2019, the Office of Management and Enterprise Services (OMES) began a program to move Oracle PeopleSoft ERP into Oracle Cloud Infrastructure while aligning the implementation to the ERP Financial category and a modern PeopleSoft PUM. OMES entered the project from a heavily customized PeopleSoft 9.2 environment originally implemented on PUM 5, and the initiative prioritized running PeopleSoft in the cloud to gain superior performance, rapid provisioning, and scalable capacity on Exadata Cloud Service. The implementation emphasized use of out of the box functionality and retrofit of existing extensions, with a target upgrade path from PUM 5 to PUM 33 and PeopleTools 8.5.7.1.3. OMES documented and evaluated more than 400 customizations, and the program scoped functional module coverage across Financials modules including Asset Management, Billing, Cash Management, Contracts, eProcurement, General Ledger, Grants, Inventory, Payables, Project Costing, Purchasing, Receivables, Strategic Sourcing, and portal packs, while planning phased rollouts of Mobile Inventory Services, Supplier Contract Management, eSettlements, and Expenses depending on agency needs. The migration used a move and improve strategy with an OCI pilot and staged iterations, iteration 1 focused on migrate and identify, iteration 2 on migrate identify and fix, and iteration 3 on broadened user acceptance testing prior to a planned cutover. OMES leveraged automation migration tools and migration assistance to move PeopleSoft to OCI without re-architecting core applications, and the State is provisioned on Exadata Cloud Service for its database platform while also adopting Oracle Data Guard and integrated Object Storage for backup and disaster recovery. Project governance was restructured into two tiers, a working level of business and technical owners, super users and project managers, and an executive level serving as final decision-makers, with cadence of one to two reviews per month. Oracle participated in the governance body alongside implementation vendors, and the working level performed fit gap analysis to decide whether to eliminate, configure, or retain customizations based on technical debt and Oracle guidance. OMES adopted an Oracle Managed Cloud Services operating model with Oracle responsible for database management, patching, capacity planning, application patch management, 24 by 7 incident management, and environment configuration, while OMES retained ownership of PeopleSoft business processes, oversight of OCI, and final control over state government operations. MIPRO Consulting participated as an implementation partner in the program, supporting cloud migration and enterprise cloud architecture activities that enabled OMES to standardize PeopleSoft and better leverage the capabilities of Oracle PeopleSoft ERP within the ERP Financial category.
