In 2020, Sandia National Laboratories implemented Oracle Cloud HCM Absence Management to address Absence and Leave Management within its HR Systems organization. The rollout centered on Oracle Cloud HCM Absence Management and the complementary Benefits module to consolidate leave tracking and benefits configuration under a single cloud application.
Configuration work led by a Solutions Architect included detailed setup of the Benefits and Absence Management modules in Oracle HCM Cloud. Where out-of-the-box functionality did not meet requirements, custom solutions were built using App Composer and Page Composer to extend data models and UI pages, preserving cloud-native configuration patterns and minimizing invasive code changes.
A conversion and integration layer was designed, built and deployed to load PeopleSoft Benefits and Absence Management transactional data into Oracle HCM Cloud, providing a pragmatic path to populate the new environment. The technical architecture therefore combined Oracle Cloud HCM as the target application, custom configuration extensions via App Composer and Page Composer, and a bespoke conversion tool to ingest PeopleSoft transactional records.
Operational scope included HR and Benefits administration functions and involved the same technical lead providing O&M support and guidance for existing PeopleSoft applications during the transition. The technical lead also supported activities to outsource PeopleSoft Pension Administration to a third party vendor, coordinating data extraction and handoff as part of governance and cutover planning.

The implementation operated under DOE L-level security clearance for personnel involved, with ongoing EAM IT support and process improvement responsibilities maintained by the facilities organization.
