The implementation prioritized centralized financial data, standardized business processes, role based access controls, and shared reporting to reduce the operational risk of missed payroll or unpaid obligations.
Governance and funding were formalized through the passage of House Bill 493 and a project charter under the direction of the State Controller’s Office, establishing a statewide governance model and stakeholder engagement expectations. The stated outcomes were modernization of business processes, improved transparency, and reduction of redundancy, while the project explicitly targets mitigation of payroll and bill payment risks for Idaho’s public sector operations.

Explicit outcomes stated by the state include improved service, increased transparency and streamlined business processes, and the initiative was intended to enable teams to collaborate from any location and better anticipate future needs.
