In 2013, the Commonwealth of Kentucky implemented CGI Advantage Financial Management as its ERP Financial solution with CGI Group, embedding a built-for-government financial management platform into the state’s EMPOWER Kentucky re-engineering effort. The program was positioned to consolidate state financial operations under CGI Advantage Financial Management and to standardize financial controls, reporting, and chart of accounts across the Commonwealth.
The implementation leveraged CGI’s built-in financial management best practices, standards, enhancements and modifications, with explicit accelerators for chart of accounts, configurations, vendor set-up, forms, reports and project documentation. CGI configured CGI Advantage Financial Management to reflect Kentucky-specific operational requirements and to capture requirements as design inputs for product baseline updates.
CGI executed a phased implementation approach to validate assumptions and instill confidence across stakeholder levels, supported by CGI’s public sector domain experience and understanding of Kentucky stakeholders. The Commonwealth engaged as a design partner, enabling CGI to incorporate Kentucky modifications into the CGI Advantage baseline and provide a clear product roadmap tied to ongoing government requirements.
CGI accelerated the transition of the STARS financial management system into CGI Advantage while minimizing implementation risk through phased validation, producing a smooth cutover. CGI’s work protected Kentucky’s investment by embedding state-specific configurations into the product baseline and by delivering implementation artifacts and governance practices to support ongoing operations.
