In 2016, Maryland.gov implemented Microsoft Dynamics 365 for Finance and Operations, replacing KPMG R*STARS to address core ERP Financial requirements. Microsoft Dynamics 365 for Finance and Operations was deployed to consolidate finance and operations management across Maryland.gov and to provide a unified application platform for state financial workflows.
The implementation focused on standard ERP Financial functional modules, including general ledger, accounts payable, accounts receivable, procurement, budgeting and fixed assets, configured to support government accounting and operational controls. Project scope required defining business solutions and setting up operations parameters and workflows in Microsoft Dynamics, along with creation of custom reports and configuration of security roles to enforce role-based access and segregation of duties.
Integrations included alignment with customer management applications and CRM where applicable, preserving transactional continuity between finance and constituent engagement workflows. The deployment included work on custom overlays and extensions in Microsoft Dynamics to accommodate state-specific process requirements, and configuration of reporting and audit trails within the Dynamics framework.
Governance and lifecycle practices were established using Microsoft Life Cycle Services and Dynamics release management, reflecting at least one year of formal release governance experience. The implementation emphasized configuration and extension controls, security role governance, and ongoing release management to maintain compliance and operational stability within the Microsoft Dynamics 365 for Finance and Operations environment.

In 2014, Maryland.gov implemented Workday Absence Management as part of the State of Maryland SPS Project. The deployment encompassed a full lifecycle rollout of Workday Absence Management within the Absence and Leave Management category alongside Benefits, HCM, Timekeeping, Compensation and Payroll modules, covering approximately 184,000+ state employees.
Configuring Workday Absence Management and associated modules focused on core absence workflows, leave request processing, timekeeping alignment and payroll interfacing. Implementation activities included developing instructor-led and online training materials for Workday Core HR, Timekeeping, Absence Management, Compensation, Payroll and Benefits modules, and creating simulations, demonstrations, user manuals and job aids.
Training and enablement were managed through a central Learning Management System, with SCORM compliant online programs, student roster administration, tracking and reporting. eLearning authoring tools used included Camtasia, Captivate and Epilogue Author & Publisher, and Microsoft PowerPoint was used for instructor-led presentations and module decks.
Operational rollout used a Train-the-Trainer model, with scripts and storyboards developed in collaboration with State subject matter experts and the functional team, followed by instructor-led sessions, webinars and online courses. Support coverage included post-phase I HCM, pre-phase II Benefits and phase III Time Tracking and Absence Management, with pre and post go-live training and user support.
