In 2023 the State of Massachusetts implemented CGI Advantage Financial Management as its statewide ERP Financial solution, engaging CGI Group with CGI United States as the implementation partner. The deployment targeted centralized finance operations across Commonwealth agencies, establishing a single instance of CGI Advantage Financial Management to standardize financial processes and reporting across the state.
The implementation focused on core ERP Financial capabilities including general ledger, accounts payable, accounts receivable, budgeting and forecasting, cash management, and fixed asset accounting. Configuration work emphasized chart of accounts harmonization, workflow automation for invoice and payment approvals, role based access control, and financial reporting and audit trails that align with public sector accounting requirements.
Operational scope covered treasury and accounting functions, grant and fund accounting, and procurement finance workflows for multiple state departments and agencies. CGI United States led technical delivery and environment provisioning while the project team instrumented integrations and data feeds required for statewide financial transaction processing and consolidated reporting.
Governance and delivery were structured around CGI United States program leadership and internal technical roles where personnel served as Development Manager, Technical Architect, and Lead Designer, planning tasks, reviewing technical designs and code, mentoring junior developers, and managing software delivery to the client. The engagement emphasized controlled release cycles, technical design reviews, and coordinated handoffs to Commonwealth finance teams for operating and maintenance responsibilities.

In 2002 the State of Massachusetts deployed LexisNexis Time Matters for Legal Time and Billing to support the Department of Labor Relations case management environment. During the audit period DLR used LexisNexis Time Matters as its case management system for managing all nine of its case types and their related workflows, positioning the application as the primary source for case records and operational reporting.
LexisNexis Time Matters was configured to support core case management capabilities including intake, workflow orchestration across multiple case types, and ad hoc query execution. The system’s query and reporting capabilities were used to run ad hoc, monthly, and year to date queries to obtain case management metrics and generate operational reports, integrating case lifecycle tracking with time and billing functional terminology consistent with the Legal Time and Billing category.
Operational integration included collaboration with MassDOT and MBTA database administration teams to generate current data files from multiple applications, explicitly extracting files from InsLaw for MBTA claims and from Time Matters for MassDOT labor relation records. Governance during the audit period emphasized coordinated data extracts and DBA led file generation to feed DLR reporting and metrics, and the implementation covered DLR operational functions for case intake, adjudication, and reporting across the agency.
