CGI United States led technical delivery and environment provisioning while the project team instrumented integrations and data feeds required for statewide financial transaction processing and consolidated reporting. Governance and delivery were structured around CGI United States program leadership and internal technical roles where personnel served as Development Manager, Technical Architect, and Lead Designer, planning tasks, reviewing technical designs and code, mentoring junior developers, and managing software delivery to the client. The deployment targeted Workforce Central Suite versions 8.0 and 8.1 and was implemented to support Department of Corrections time and attendance, statewide HR pay rule alignment, and centralized absence administration. The implementation configured core UKG Workforce Central Absence Manager modules including Workforce Timekeeper, Accruals, Attendance and Leave, Workforce Integration Manager, Scheduler and Advanced Scheduler, Forecast Manager, Navigator, Device Manager and Data Collection Manager. Work included designing and implementing calculated accruals, complex pay rules, time off request workflows, staffing and bidding setups in TeleStaff, and the configuration of InTouch time clocks and device connectivity, plus upgrade work from 8.0 to 8.1 and application of service packs and patches. Integrations were explicitly built with SAP time management and payroll, with the project team writing specifications and using Workforce Integration Manager to develop and maintain inbound and outbound interfaces for accruals, person, schedule and pay data. The engagement also integrated UKG analytics and ETL processes with WFC to produce dashboards, cubes and eforms, and included historical data import processes as well as daily employee interfaces between Workforce Central and SAP and ongoing connectivity to TeleStaff for correctional officer scheduling and outbound telephony. Operational governance and delivery covered requirements gathering, feasibility and impact analysis, user acceptance testing and risk analysis, plus security and access reorganization at multiple levels. The project encompassed system support, change management, troubleshooting with vendor global support, knowledge transfer to management and payroll staff, and creation of configuration best practices and documentation to sustain ongoing Absence and Leave Management operations.

The system’s query and reporting capabilities were used to run ad hoc, monthly, and year to date queries to obtain case management metrics and generate operational reports, integrating case lifecycle tracking with time and billing functional terminology consistent with the Legal Time and Billing category. Operational integration included collaboration with MassDOT and MBTA database administration teams to generate current data files from multiple applications, explicitly extracting files from InsLaw for MBTA claims and from Time Matters for MassDOT labor relation records. Governance during the audit period emphasized coordinated data extracts and DBA led file generation to feed DLR reporting and metrics, and the implementation covered DLR operational functions for case intake, adjudication, and reporting across the agency.
