Workflows were implemented to support fiscal close, encumbrance accounting, and routine transaction processing, with configuration aligned to public sector accounting and budgetary control patterns typical for state finance organizations.
Operational coverage extended across state departments and agencies, establishing enterprise level financial processes and data exchange interfaces to support consolidated reporting and transaction flows. The deployment architecture centered on a centralized CGI Advantage Financial Management instance for statewide use, with integration points for agency operational systems and secure data feeds to support batch and transactional exchanges.
Governance incorporated an end user steering group and executive sponsorship, with Ruth Schwartz serving as Senior Deputy Director and chair of the CGI Advantage Users' Group Steering Committee to guide ongoing configuration and adoption. CGI and State of Michigan project teams collaborated to reconcile complex business requirements across HR and payroll functions, aligning the Time and Leave configuration with statewide personnel and payroll processes. Operational coverage included HR and payroll administration for the State of Michigan workforce of 46,824 employees, leveraging Employee Self Service for employee time entry and Manager Self Service for supervisory approvals and schedule management.
Governance centered on joint CGI and state ownership of requirements, iterative configuration workshops, and phased delivery of functional changes. Outcomes documented in the client case study include a new and improved timesheet with equipment and activity reporting, enhanced scheduling, new leave request validation options, and multiple new configurable system options, with planned enhancements noted for Release 3.11.
