In 2016 State Street implemented Oracle e-Business Suite Accounts Payable as part of an Oracle Applications 11i to R12 12.2.4 upgrade to address AP Automation needs within its finance organization. The engagement covered core financial modules including Accounts Payable, Accounts Receivable, General Ledger, Fixed Assets and i-Expenses, and extended to Project Accounting rate schedule conversion work.
Implementation work emphasized techno-functional alignment, with R12 GAP analysis produced for RICE objects and end-to-end business process mapping across standard and customized modules. Configuration and automation activities included design and development of a program to convert Bill Rate Schedules for Project Accounting and creation of a Lock-box interface in the AR module, supporting invoice orchestration, payment processing, and employee expense capture consistent with AP Automation workflows.
The technical architecture was an Oracle Applications 11i to R12 upgrade path culminating on R12 12.2.4, with environment handoffs and unit testing performed for each identified business process. Integration testing included analysis and validation of interfaces with third parties and existing in-house systems, and unit testing cycles were executed to validate data conversion and interface stability.
Governance and rollout followed structured validation cycles, including CRP1 and CRP2 testing with issue trackers and SME sign-off, followed by full UAT cycles and formal training and practice sessions. Deliverables centered on test scripts, defect tracking, and training materials while consultants assisted in developing and testing software applications to support the Oracle e-Business Suite Accounts Payable deployment within State Street’s AP Automation scope.

The implementation was positioned to support candidate lifecycle handoffs and to reduce manual work in screening administration.
The project was executed in concert with related third-party services, with Equifax services including WOTC, I9 Service, and Work Number used for employment verifications. Sterling Talent Solutions partnered with a Background Check Provider to automate background checks and the program was coordinated alongside State Street’s Workday-era talent initiatives to ensure process alignment across systems. Operational coverage began with a North America centralized onboarding model that was leveraged to inform a global rollout approach.
Governance and operationalization included global training, process documentation updates, user acceptance testing with logged defect remediation, and monthly talent acquisition operating meetings with third-party vendors to enforce controls. The rollout supported Talent Acquisition, Global HR, Global Security, Compensation, and ethics functions through standardized screening policy enforcement and operating procedures. State Street reported centralized onboarding outcomes including decreased time to hire, improved compliance posture, and higher client and candidate satisfaction following the transition.
