Technically the programme delivered a centralized SAP ERP ECC 6.0 instance hosted within Ofcom IT infrastructure and executed as part of a coordinated multi-application programme. The SAP ERP ECC 6.0 rollout ran in parallel with Siebel activities under Project Unify, with sequencing and interface scoping undertaken to align operational process changes across systems. Governance was driven through Project Unify, with seconded full time project team members embedded to support configuration, data migration and process redesign. The implementation emphasised programme level process workshops, formal change control and establishing finance process ownership to align organisational workflows with the new SAP ERP ECC 6.0 ERP Financial system.

Integrations and interface testing explicitly covered third party endpoints and operational systems such as the Spectrum licence application, payment portal, Ofcom external and internal websites, and recruitment tooling including ICIMS, with a focus on ensuring production interfaces remain stable after preproduction and production changes. Testing and rollout governance was led by an ITIL V3 certified programme test manager who acted as Enterprise Application Test Manager and Ofcom Spectrum Test Manager, developing group test strategy and managing change requests across SAP, Siebel and SAP XI. The role included cross project responsibilities for Siebel upgrades and RFC releases, the Siebel to Salesforce CRM replacement, Office 365 upgrade and desktop refresh projects, with regular reporting on test progress to senior management and the operations board and oversight of production interface validation following deployments.
