In 2020, Toronto Public Library Board deployed Overdrive Libby as part of its Learning and Development digital services to deliver ebooks and audiobooks for lifelong learning. The deployment positioned Overdrive Libby as the primary mobile borrowing experience for Toronto residents, supporting remote learning and leisure reading during the COVID period.
The implementation included consumer-facing modules for ebook and audiobook lending and an account provisioning workflow via the Instant Digital Card launched in April 2020 to extend access to residents without physical library cards. Libby acted as the core mobile client and borrowing orchestration layer, handling standard lending workflows such as checkouts, holds, and returns consistent with Learning and Development use cases.
Operational scope targeted Toronto residents citywide with a focus on digital access, and the Instant Digital Card rollout in April 2020 was the main governance and rollout action to broaden enrollment quickly. The library reported a 34% increase in OverDrive use after the initiative and cited improved remote learning access and expanded leisure reading availability for the community.
