Governance and runbook activities included day to day operational support, troubleshooting and SQL based reporting, with formal Service Level Agreement driven escalation to Oracle Support. In 2016 Turkcell implemented IBM Maximo as its Enterprise Asset Management application. The deployment concentrated on IT Infrastructure, Assets and Change Management modules to support Turkcell Telecom internal IT and network operations functions.
The Maximo IT Infrastructure Service Model was designed and architected to represent relationships among 23 configuration items, capturing which servers support which Application Services and Business Services and other CI relationship combinations. This service model was implemented under the IT Infrastructure menu in IBM Maximo and was used as the infrastructure map to drive alerting workflows and cost calculating processes.
Maximo Change Management was configured as the standard deployment vehicle, operating on a biweekly change cadence where Change Requests are created to deliver technical features. Change packages were documented in Word files that included Java scripts, requirement details and Work Order IDs for the deployment team, and the Maximo change screen was customized to support deployment team requirements and to include software module relationships in the change procedure.
A bespoke Software Module screen was built in IBM Maximo to allow admin users to create software modules and relate them to other CIs, with an approval workflow that results in system creation of CI.SW records after work order approval by IT managers. The 4.5G program included development of an ONENT user interface for internal customers to configure base stations, which removed the need to purchase external Turkuaz and Maximo tools and produced an explicit stated saving of half a million dollars per year.
Governance and delivery followed Scrum methodologies with roles performed as Scrum Master, Product Owner and Analyst, and portfolio management driven through PPM and JIRA. Operational rollout covered IT infrastructure and network operations, with deployment teams executing approved work orders and Maximo workflows enforcing approval and CMDB update processes.
