In 2021 UNDP began the programmatic migration to Oracle Cloud ERP as its enterprise financial platform within the ERP Financial category, initiating planning and data conversion activities to transition from Oracle PeopleSoft ERP known as ATLAS. The effort sits under the UNDP Bureau for Management Services and the Global Shared Service Unit, and it targets a global operational scope that includes GSSU centers in Copenhagen and Kuala Lumpur, and new centers such as Panama, Dakar and Istanbul, plus distributed Country Offices across regions.
The Oracle Cloud ERP deployment focuses on core financial modules and standard ERP Financial workflows, including financial transaction processing, general accounting, revenue accounting, financial resources management, expense management, accounts payable and accounts receivable, fixed assets, inventory and investment accounting, inter-UN agency transaction handling, B2B posting and cash management. Implementation activities include Chart of Accounts alignment, finance business process mapping, development and adoption of internal Standard Operating Procedures for finance, and configuration of voucher and period-end closing calendars to reflect IPSAS and UNDP financial rules.
Technical conversion and integration activity centers on a data migration from ATLAS to Oracle Cloud ERP called Quantum, with explicit conversion tasks for supplier and banking master data. Tasks documented include mapping Atlas supplier IDs to Quantum supplier IDs, cleansing and formatting bank name fields, populating required Quantum templates such as Payee Identifier, Payee Bank Identifier and SWIFT, and validating country office specific banking requirements for RBLAC COs. Operational cutover sequencing preserves voucher and transaction creation in Atlas through the conversion window, with a planned Quantum go-live on 1 July 2022 and ATLAS switched to read only after that date.
Governance and operational changes include centralized GSSU oversight of SLAs, enforcement of internal control frameworks, audit follow up, and training to ensure compliance with UN/UNDP rules and IPSAS. Temporary staffing and role-level adjustments support the migration, specifically accounts clerks and finance associates performing data cleansing, supplier onboarding in Atlas during the conversion period, voucher creation, accounts receivable maintenance, reconciliations against sub-ledgers, and banking file preparation for Quantum ingestion.
Current status reported in the program notes is an active data conversion phase from Atlas to Quantum and preparatory operational processes ahead of the targeted go-live, with Atlas expected to be placed in read only mode after Quantum is operational. Oracle Cloud ERP is the named replacement for Oracle PeopleSoft ERP in this ERP Financial initiative, and the program design emphasizes centralized shared service operations, standardized SOPs, and preservation of transactional continuity during cutover.

In 2010, UNDP implemented Oracle PeopleSoft HCM to consolidate Core HR functions across its global operations. Oracle PeopleSoft HCM was provisioned to support HR administration, international payroll, benefits management and workforce analytics for UNDP staff and affiliated UN agencies.
The deployment included configuration of core HR modules and payroll capabilities, along with benefits and entitlements workflows such as Education Grant and Rental subsidy processing. The implementation incorporated multicurrency banking and GP GL interfaces to align payroll outputs with financial ledgers, and it embedded Business Intelligence solutions for workforce planning and reporting within the PeopleSoft HCM environment.
Architecturally the PeopleSoft solution was implemented using three tier and two tier architecture patterns for application development and deployment, and technical stewardship covered PeopleSoft application development, interfaces and monthly payroll operations. Operational coverage was global, with explicit technical and functional activity in locations including New York and Copenhagen, and the system supported administration for international professionals across UNDP and other UN agencies.
Governance and operationalization included creation of technical documentation, user workshops and manuals, advisory services to the Office of Human Resources for workforce planning, and establishment of a PeopleSoft Competency Development Center in Denmark to provide implementation, development and support capabilities. The Oracle PeopleSoft HCM implementation enabled continuous enhancements to reflect changing policies, supported monthly international payroll administration and produced donor reports and annual workforce reporting for senior management decision making.

In 2015 Undp deployed Microsoft Power BI within its Analytics and BI portfolio to consolidate finance reporting for regional bureaux. The deployment targeted finance and project costing workflows, centralizing reporting for RBLAC, RBA, RBAS, RBEC, and RBAP to improve visibility of financial management artifacts across sites.
Key deliverables included Financial Management Reports, Accelerating Delivery and Unprogrammed Resources, Financial Details Report, Direct Project Costing Exceptions, and a suite of Project Closure reports covering Inactive Cost Sharing Projects, Expired Ongoing Projects, Operationally Closed More than 12 months, Operationally Closed More than 18 months, Incorrectly Closed Projects, and Inactive Trust Funds. Microsoft Power BI was configured to produce interactive dashboards and paginated reports, with in-house report development and visualization patterns applied by a Power BI Report Specialist.
Operational implementation involved a migration of Financial Management Reports from New York to Kuala Lumpur, a relocation that encompassed the named reports and regional coverage for the specified bureaux. SharePoint was used as a hosting and access layer, with the engagement including SharePoint administration for GSSU and Analytics OFRM to manage report storage, access control, and distribution.
Governance and adoption were supported through internal capacity building, the Microsoft Power BI Report Specialist acted as an in-house trainer, and operational ownership was structured around finance function stakeholders and the analytics team. The project notes record a successful migration of the finance reporting portfolio and an embedded reporting governance model administered from the Kuala Lumpur site.
