KPMG reporting noted that across finance, HR and asset management business processes were still largely manual and complex, with numerous work-arounds and a lack of integration between Oracle E-Business Suite, Conquest and PS Enterprise. Operational coverage included corporate finance, payroll administration and asset management functions, and the program required coordination across those business areas to address process and integration gaps. By September 2020 the project budget had increased by $1 million to $11.5 million and its schedule was extended by three months according to a KPMG report. The cost increase and schedule extension occurred while the council continued to operate the named systems and manage the transition away from manual process dependencies.

Architecturally the solution was implemented as a cloud-hosted SaaS platform intended to serve as the council’s single integrated platform and system of record for core administrative functions. Operational coverage extended across finance and business services teams and council office staff, with phased rollouts beginning September 2020 to progressively bring departmental processes onto the new platform and reduce fragmentation across systems. Governance and rollout followed a staged program governance model, allowing the council to bed in processes while progressively implementing modules and embedding a working partnership with the vendor. Early wins were reported from progressive phases, the program addressed identified business risks, and the council retained involvement in product development discussions to influence future functionality and support ongoing continuous improvement and operational excellence.
