In 2020 Waikato Regional Council undertook a program centered on Oracle E-Business Suite as its ERP Financial platform, targeting core finance, HR and asset management workflows across the organization. The initiative positioned Oracle E-Business Suite to serve corporate finance and transactional processing functions while aligning with payroll and asset lifecycle needs.
The implementation work concentrated on standard ERP Financial capabilities such as general ledger, accounts payable and receivable, procurement and asset accounting, with configuration efforts intended to reduce manual reconciliations and ad hoc work-arounds. At the time the council was operating Oracle E-Business Suite alongside Conquest asset management and PS Enterprise HR and payroll, creating a heterogeneous application landscape.
KPMG reporting noted that across finance, HR and asset management business processes were still largely manual and complex, with numerous work-arounds and a lack of integration between Oracle E-Business Suite, Conquest and PS Enterprise. Operational coverage included corporate finance, payroll administration and asset management functions, and the program required coordination across those business areas to address process and integration gaps.
By September 2020 the project budget had increased by $1 million to $11.5 million and its schedule was extended by three months according to a KPMG report. The cost increase and schedule extension occurred while the council continued to operate the named systems and manage the transition away from manual process dependencies.

The implementation emphasized module configuration and process orchestration to unify HR, payroll and core financial workflows.
The CloudSuite rollout completed in 2023, with program governance changes targeted to improve reporting and operational transparency across finance, HR and planning functions. Operational scope covered regional HR and payroll operations and the centralized application footprint aligned benefits administration with broader financial and planning controls.

In 2023, Waikato Regional Council completed its implementation of Infor CloudSuite Public Sector, deploying a cloud-based software-as-a-service Government ERP as the central platform for Project Reboot. Project Reboot began in May 2019 and was executed as a multi-year, multi-phase program designed to consolidate 28 disparate on-premises software systems into a single integrated smart platform to support council operations and community services.
The deployment of Infor CloudSuite Public Sector included new modules for financial management and budgeting, planning, human resources, property and rates, among others, and was configured to align with public sector budgeting and planning workflows. Configuration work emphasized standard Government ERP capabilities such as centralized financial controls, budget planning processes, human capital management workflows, and property and rates lifecycle management to create a unified operational model.
Architecturally the solution was implemented as a cloud-hosted SaaS platform intended to serve as the council’s single integrated platform and system of record for core administrative functions. Operational coverage extended across finance and business services teams and council office staff, with phased rollouts beginning September 2020 to progressively bring departmental processes onto the new platform and reduce fragmentation across systems.
Governance and rollout followed a staged program governance model, allowing the council to bed in processes while progressively implementing modules and embedding a working partnership with the vendor. Early wins were reported from progressive phases, the program addressed identified business risks, and the council retained involvement in product development discussions to influence future functionality and support ongoing continuous improvement and operational excellence.
