In 2024 West Sussex County Council implemented Oracle Cloud ERP as its core finance platform. The deployment targeted a council-wide finance modernization under the ERP Financial category and replaced SAP ERP ECC 6.0, with implementation services for technical delivery and change management provided by Infosys Limited and SI/VAR engagement led by DXC Technology.
Oracle Cloud ERP was configured to support standard ERP Financial capabilities including general ledger, accounts payable, accounts receivable, cash management, procurement and fixed assets management. Configurations included chart of accounts rationalization, subledger accounting rules, automated bank reconciliation and finance period close workflows consistent with public sector financial controls and accounting automation.
The program executed data migration from SAP ERP ECC 6.0 into Oracle Cloud ERP and established integrations within the Oracle Cloud suite to align financial processes with Oracle HCM and Oracle EPM components referenced in the council estate. Integration architecture relied on cloud-native APIs and middleware patterns managed across the implementation partners to synchronize master data for suppliers, cost centers and the chart of accounts between transactional finance and broader HR and planning systems.
Governance activity advanced into a formal sourcing posture, the council issuing a Preliminary Market Engagement under the Procurement Act 2023 in 2025 to inform procurement of technical and functional managed support services for Oracle Cloud covering ERP, HCM and EPM. Program governance centered on defining managed support contracting strategy, clarifying operational ownership between finance and IT teams, and coordinating post-implementation support responsibilities across West Sussex County Council, Infosys Limited and DXC Technology.

In 2024 West Sussex County Council implemented Oracle Cloud HCM Absence Management as part of an Oracle SaaS implementation covering core HCM capabilities. The deployment included Global HR, Benefits, Absence, Time and Labor and Recruitment modules, positioning Oracle Cloud HCM Absence Management within a broader Absence and Leave Management context that supports HR operational workflows for the council.
Configuration work focused on core module setup and governance, with Global HR, Benefits, Absence, Time and Labor and Recruitment explicitly configured during the program. The project team also troubleshooted Talent Management module issues, implemented transaction approvals, configured HCM Security and approvals for multiple self service transactions, and used HDL and HSDL for bulk data imports. Fast formula development and user demonstrations were used to validate calculations and explain functionality across modules.
Functionally the Oracle Cloud HCM Absence Management deployment was aligned with Time and Labor and Benefits to enable coordinated absence tracking, entitlement calculation, and timekeeping workflows typical for Absence and Leave Management. Operational coverage centered on HR and benefits administration and recruitment related processes within the council, leveraging Oracle Cloud HCM as the single SaaS platform for those business functions.
Governance emphasis included structured approval workflows and role based HCM security configured to control self service transactions and transaction approvals. User facing demonstrations and configuration of approval routings supported adoption and established the operational controls needed to manage absence and leave processes across the organization.
