For the 12 community colleges the project was executed in two phases, first five colleges then seven, with each phase rolled out in two cohorts led by an EMS consultant and each cohort fully implemented within three to four months. Governance and change management included one-to-one briefings with deans, coordinated outreach to management and presidents, and consultant-led sessions to secure executive buy-in. The implementation addressed structural differences where some colleges used centralized facilities management and others used distributed models, with EMS configured to support both approaches.
