Governance and rollout included the HR Service Center operating as an enterprise shared services organization, and a broad training program for more than 925 HR personnel plus 13,000 supervisors to standardize responsibilities and tools. The project converted paper routing and filing procedures into electronic processes, instituted feedback collection from supervisors and employees, and produced explicit outcomes cited by the commonwealth including cost savings of over $1 million, and stated objectives of reduced turnover, increased compliance and improved new employee customer service.
