CapSpecialty Insurance 1000 $250M United States OneShield OneShield Dragon Insurance Policy Administration 2021 n/a
In 2021 CapSpecialty implemented OneShield Dragon as its Insurance Policy Administration platform to centralize rating, underwriting, and policy lifecycle functions across specialty and commercial lines. The implementation targeted commercial and personal P&C, Surety, Special Risk, Reinsurance, and Healthcare lines and involved underwriting, actuarial, billing, and claims teams. The project emphasized rating modernization within OneShield Dragon, implementing end-to-end rating logic for GL, Property, and Umbrella lines and validating rate factor logic through authored BRDs and FRDs. Teams reverse-engineered legacy rating outcomes and actuarial rate tables to identify calculation variances and align OneShield’s rating service with underwriting rules. A Rating API workflow was designed and validated to handle risk inputs, eligibility logic, premium calculations, surcharge and discount application, rounding rules, and downstream billing handoffs. Field mapping was executed between Cochrane UI, Dragon PAS rating engine, and billing systems to ensure policy-level premium calculation consistency. Integrations were implemented across the policy and claims stack, with Snowflake used to host producer, policy, and claims tables and to support SQL validation logic for the Loss Runs automation. The Loss Runs web application modernized a manual process across multiple lines and integrated producer-policy linkage validation, achieving high adoption. ImageRight was integrated with ClaimVantage using real-time Diary Event triggers to automate FNOL, claim assignment, and reserve setup, and BOX was integrated to manage underwriting and regulatory document content in centralized resource centers. Development and test tooling included Azure DevOps, JIRA, ReadyAPI, TestRail, Power BI, Microsoft Power Apps, Smartsheet, Tango, Scribe, and Visio. Governance and rollout were structured around Agile sprints with cross-functional requirement workshops, standardized BRDs and FRDs, and coordinated UAT cycles and smoke testing to validate end-to-end rating and claims workflows prior to production. Release governance included standardized issue tracking templates, smoke test reporting, and defect triage procedures to stabilize post-production behavior. Resource Centers and documented process models supported underwriting, compliance, and portfolio management governance. Outcomes explicitly documented included a reduction in Loss Runs processing time from 15 minutes to 5 seconds and user adoption reaching 92 percent for the Loss Runs application. Post-production monitoring of defect trends and stakeholder escalations was used to guide stabilization and continuous process optimization.
