In 2013, Celtic Manor Resort implemented Pegasus HR using the Opera 3 Payroll & HR application to centralize Core HR and payroll processing for its Newport based luxury resort workforce. The deployment addressed compliance requirements for HMRC Real Time Information and the upcoming Auto Enrolment staging date in October 2013, and targeted payroll and HR functions across approximately 1200 employees who operate on both weekly and monthly pay cycles.
The Opera 3 Payroll & HR implementation comprised payroll processing, employee record management, workforce assessment and automated enrolment workflows to categorize staff into Eligible Jobholders, Non Eligible Jobholders and Entitled Worker status. Configuration focused on handling mixed pay frequencies, generating management reports, and automating the enrolment decision logic so eligible employees could be automatically enrolled or opt in without manual batch processing.
Integrations and operational coverage included HMRC RTI reporting and a live integration with the NEST workplace pensions scheme to transmit enrolment and contribution data. The program was executed in partnership with Pegasus Software’s partner Computer Services Group, CSG, to validate payroll outputs and to ensure the Opera 3 accounting, business and payroll solution was configured to maintain live records and ongoing changes to workforce status.
Governance and process changes centered on establishing continuous enrollment management and live record keeping to cope with the transient nature of hospitality employment, supported by Opera 3 driven workflows. Following the transition to RTI the system was live for a few weeks and reported as working well in supporting compliance and operational needs, enabling Celtic Manor to progress toward Auto Enrolment readiness.

In 2018 Fuel Card Services implemented Pegasus HR, deploying a Core HR application to support HR operations across its UK fuel card and telematics business. The deployment supported a compact HR organization, with an HR team of four and a payroll team of two, and was positioned to centralize employee records and contract management within Pegasus HR.
Pegasus HR was configured to handle core employee lifecycle tasks, including creation of employment contracts, restrictive covenants, and change of terms letters. The platform was used as the authoritative HR record for absence management activities, and HR staff relied on Pegasus HR to maintain electronic employee files in line with GDPR requirements.
Operational workflows retained explicit links to adjacent systems and providers, the HR team consulted the Kelio time and attendance system to spot anomalies and to coordinate timely alerts to payroll, and HR legal queries were escalated to Alcumus for outsourced advice. Recruitment activity was managed using the Workable recruitment system alongside Pegasus HR, with an HR team member taking sole responsibility for recruitment oversight in the absence of a recruitment manager.
Governance and day to day operations emphasized first point of contact responsibilities for employees and line managers, practical application of FCS policies and relevant employment guidance, and absence and probation case management routed through Pegasus HR records. The on-the-ground recruitment work increased direct hires to about two in three, and that activity was explicitly noted as likely saving the organisation about £16,000 over a two month period.
