HealthShare NSW Healthcare 7500 $950M Australia Oracle Oracle Identity Manager Identity and Access Management (IAM) 2013 n/a In 2013 HealthShare NSW deployed Oracle Identity Manager as the state-wide identity management component within its Corporate IT program to provide Identity and Access Management (IAM) for NSW Health staff. The Oracle Identity Manager implementation was delivered as part of a broader Oracle platform strategy that included Oracle Exadata Database Machine and Oracle Exalogic Elastic Cloud as the engineered infrastructure, Oracle Database and Oracle Fusion Middleware to support payroll and HR services for roughly 140,000 staff, and deployment into Whole of Government data centers with application migration planned for late 2013 and full production status in 2014. The implementation emphasized identity lifecycle and single sign-on capabilities, using Oracle Identity Manager to centralize provisioning, access certification, and authentication flows across HR and payroll application landscapes. Oracle Enterprise Manager 12c was used to orchestrate provisioning and accelerate deployments, while Oracle SOA Suite together with Oracle WebLogic Server provided the integration backbone to coordinate user provisioning events and entitlement synchronization with enterprise applications including Oracle E-Business Suite Human Capital Management. Architecturally the project combined Oracle Identity Manager with an engineered systems stack, including Oracle Exadata and Exalogic, and Sun ZFS Storage Appliance using InfiniBand for high speed database and application backups and restores. The platform was conceived as a foundation for an Oracle Database-as-a-Service model, delivering a consolidated, consistent database layer to reduce the need for specialized database administration and to standardize identity and access management infrastructure across HealthShare NSW sites and statewide service centers. Governance and operational rollout were aligned to HealthShare NSW’s ERP consolidation and data center reform initiatives, focusing on standardization, scalability and the ability to provision for future growth. The identity deployment tied into process changes for service center operations, enabling tighter orchestration between HR system onboarding, payroll provisioning and access management, and supporting organizational goals to streamline application deployment and reduce operational complexity. Explicit outcomes recorded in the program included a projected reduction in payroll processing time to around a quarter of the time previously observed on older hardware, a stated 6 to 8 times performance improvement attributed to Oracle Engineered Systems, and a proof of concept result where Oracle Exadata executed a key process twice as fast as its nearest competitor. HealthShare NSW cited increased capacity, improved service center efficiency and reduced operational costs as drivers for the identity and platform investments.
