In 2021, GGD GHOR Netherlands implemented AFAS Finance as an ERP Financial application as part of a broader program to reimplement its ERP system and modernize business operations. Boer & Croon acted as the implementation partner, working with internal program management and the CIO/Informatiemanager to coordinate the reimplementation activities across the organization.
AFAS Finance was configured to centralize financial administration and support Business Control and Financiële Administratie processes. The deployment emphasized standard ERP Financial capabilities including general ledger bookkeeping, accounts payable and receivable workflows, period closing orchestration, and financial process automation consistent with the organization’s need to standardize and optimize bedrijfsvoering processes.
The implementation was scoped for organization-wide operational coverage, aligning AFAS Finance with portfolios such as Proces- en Informatiemanagement, Projectportfoliomanagement, Applicatiemanagement, and Business Intelligence. Financial data from AFAS Finance was provisioned to support datagedreven decision support and reporting workflows, and the solution was integrated into the existing ICT operating model including servicedesk and systeembeheer responsibilities.
Governance and rollout were executed through programmatic structures tied to the RDOG2024 organizational development program, with explicit ownership from process and informatiemanagement and privacy and information security portfolios. The program supported a shift from a task-oriented beheerorganisatie to a process-oriented regieorganisatie, and contributed to rebuilding the Informatievoorziening team from 2 to 40 staff while embedding AVG and informatiebeveiliging controls into financial and operational processes.
