In 2010, Gowling WLG implemented Emburse Enterprise as its core Expense Management application to centralize employee expense processing and support accounting workflows. The deployment targeted employee expense capture and approval workflows while aligning with the firm’s Accounting AR/AP, disbursements, reconciliations, foreign currency payables and reporting needs.
Emburse Enterprise was configured to manage Employee Expenses, automated approval routing, configurable expense types and policy enforcement, reconciliations and consolidated expense reporting. The implementation emphasized modules for multi-currency transaction handling, disbursement preparation and structured expense reporting, reflecting Expense Management functional requirements.
Operational configuration routed expense and reimbursement data into the firm’s accounting workflows for AR/AP and disbursement processing, and supported foreign currency payables and transactional reconciliation processes. The firm maintained Chrome River specialist coverage for all North America offices, and that internal expertise was used to support expense processing etiquette, training and cross-tool knowledge transfer alongside Emburse Enterprise operations.
Governance around the Emburse Enterprise rollout included structured training for new employees, remote training for distributed offices, and ongoing customer service support processes. Coordination with HR functions handled account provisioning and role assignment for approvers, linking employee onboarding activities to expense system access and workflow participation.

| Oracle | Legacy | Oracle Cloud HCM | Core HR | HCM | Hitachi Vantara | 2017 | 2018 |
In 2017, Gowling WLG implemented Oracle Cloud HCM in the Core HR category to create a single global repository of employee data and standardize people processes across its international offices. The firm faced fragmentation after growth through mergers and acquisitions, with the existing HR system covering only a fraction of the workforce, limited real-time visibility into people data, manual processing, and challenges keeping personally identifiable information synchronised in light of GDPR requirements.
Hitachi Vantara was selected as the systems integrator to deliver a phased implementation of Oracle Cloud HCM. Phase one delivered Global Human Resources, Absence Management, Benefits Administration and Learning Management modules, accompanied by a suite of reports and dashboards. The program was organised under a single project manager coordinating resources across both organisations, completed phase one in seven months, and rolled out to 1400 employees across six countries.
Phase two extended the deployment to include Taleo Recruitment and Onboarding, Talent Management and Workforce Compensation. The delivery used a fit gap design approach, a Requirements Traceability Matrix to track requirements through design, development, testing and post-implementation, and Hitachi proprietary tools to apply a templated, repeatable configuration pattern. The project applied a One Team model that blended Hitachi onshore and offshore resources with Gowling WLG subject matter experts to accelerate delivery while standardizing processes globally.
The implementation included 14 bi-directional integrations where people data was exchanged between Oracle Cloud HCM and third-party systems, enabling a single reference source for workforce information and supporting role-specific analytics for managers and leaders. Operational coverage focused on the global HR function and extended access to employees for self-service tasks such as benefits selection, training enrollment and absence requests, while enabling compliance controls to address differing privacy regulations.
As delivered, Oracle Cloud HCM provided Gowling WLG with a modern Core HR platform, reduced manual spreadsheet-based processing, and centralized HR data for reporting and dashboards used by Managers, Senior Managers, Practice Leads and Partners. The system improved HR efficiency by making employee information accessible and manageable from a single system, and enabled the firm to extract cohesive workforce information for business needs such as contract responses and management insight.
