In 2000, ANSER implemented Deltek CostPoint as its ERP Financial application. The implementation was centered on contract-focused finance operations and engaged the Contracts Department along with corporate finance, proposal teams, senior management, and program managers.
Deltek CostPoint was configured to support contract accounting and project cost analysis use cases, including creation and maintenance of contract master records, determination of contract type, ceiling and funded amounts, spend planning, and tracking of financial performance for contracts and task orders. Functional workflows included cost analyses and price to win analyses for proposals, and structured planning of the Price Volume for solicitations.
Operational integrations included reconciliation work between accounting and payroll systems, evidenced by a review that identified and corrected one million dollars in discrepancies between the two systems. The deployment also touched proposal cost planning processes, providing financial guidance to Senior Management and Program Managers and integrating pricing requirements into proposal workflows.
Governance and rollout were led by the Contracts Department transition team, which created contracts in the GCS Premier Contract Master File as part of the Deltek family implementations. The team reviewed all contracts to determine correct contract attributes and provided advisory oversight to proposal teams on solicitation pricing requirements and Price Volume planning.

The deployment emphasized standard Applicant Tracking System capabilities, including job requisition configuration, career site posting, custom application forms, resume parsing, candidate tracking across configurable hiring stages, interview scheduling and offer management. Administrators configured hiring workflows, access controls and dashboards within ClearCompany ATS to support recruiting and HR workflows.
ANSER migrated from Oracle Taleo Cloud Service into ClearCompany ATS which centralized applicant records and external apply links through the organization website. Operational ownership sits with Talent Acquisition and HR teams, with the system used to manage requisitions, candidate screening and interview coordination across ANSER's United States operations.
The implementation required mapping approval routing and hiring governance into the ClearCompany ATS instance and configuring recruiter and hiring manager responsibilities to match ANSER's existing processes. Data migration from Oracle Taleo Cloud Service and embedded career site deployment were central to the rollout, with configuration focused on compliance and a consistent candidate experience.
