Operational governance included establishment of an internal Flexcube competency through targeted hiring and staffing, recruiting professionals with Flexcube experience, PL SQL certification, Java skills and Web Services expertise under indefinite term contracts with defined compensation and benefits. Banco Popular Colombia structured the implementation to embed application support and ongoing configuration capabilities within its IT organization, creating an operational team responsible for release control, incident handling, and platform configuration management for Oracle Flexcube.
