The engagement was executed as a cloud SaaS implementation under Unit4’s ERPx early adopter programme and used Unit4’s Public Sector implementation model to provide generally accepted financial and personnel controls and UK GDPR compliance out of the box. Embridge Consulting served as the implementation partner in a one-team delivery model with Unit4 and the council, accountable for programme delivery, business change and system configuration. Governance was structured around industry best practice implementation approaches with cross-functional budgeting ownership and reworked talent management processes to surface forecasting and resource allocation data. The council will benefit from outcomes articulated in the programme, including freeing up resources to focus on frontline service delivery through automation, the ability to evolve capabilities modularly in line with priorities and budgets, improved collaboration and predictability in budgeting, and enhanced recruitment and workforce visibility through modern talent tools.
