In 2015, Black Hills Energy deployed Oracle PeopleSoft ERP to centralize and standardize financial operations. The implementation targeted core ERP Financial functions, with a focus on accounts payable, vendor master data, expense processing, and tax reporting across corporate finance and site-level processing.
The Oracle PeopleSoft ERP configuration emphasized accounts payable automation, invoice and check request processing, vendor onboarding and change management, credit card and employee expense reconciliation, and annual 1099 preparation. The implementation included document imaging and records management capabilities as evidenced by integrated use of FileNet for scanning invoices, credit card statements, and subsidiary documentation processed in Rapid City, and support for maintaining W-9s and ACH remit information.
Operational integrations were explicitly supported between PeopleSoft financial modules and the company systems team for vendor data updates, and the purchasing department for timely vendor provisioning. The deployment covered Accounts Payable and related finance functions at the Rapid City processing site and supported processing responsibilities for multiple subsidiaries, including vendor correspondence and employee support for expense and AP inquiries.
Governance and process controls were structured to meet Sarbanes Oxley requirements, with defined responsibilities such as an Accounts Payable Supervisor overseeing exception handling and system issues, and AP clerks maintaining orderly, secure filing and compliance documentation. Oracle Peoplesoft Benefits Administration was used to manage dependent hierarchies, beneficiary designations, and deduction calculation logic consistent with standard benefits administration workflows.
The deployment integrated benefits processing directly with PeopleSoft Payroll and Time and Labor modules to ensure deduction posting and eligibility synchronization, and incorporated PeopleSoft Security and Recruiting modules to enforce role-based access and to onboard new hires into benefits enrollment flows. Operational scope covered HR, payroll, and benefits teams across the enterprise for end-to-end benefits lifecycle management.
Governance emphasized functional lead ownership and role-based security configuration, with HRIS advisor and PeopleSoft functional lead support in production since August 2021. Oracle Peoplesoft Benefits Administration serves as the system of record for benefits administration within Black Hills Energy.
