In 2020 Capital Blue Cross implemented Workday Compensation for Compensation Management to centralize sales incentive administration and coordinate variable pay and base salary processes across HR and Sales. The deployment targeted management of commission plans, bonus payouts, position and base pay reviews, and the administration of the annual merit increase process for the organization’s sales population.
Workday Compensation was configured to support sales incentive plan design and communication, standard and ad hoc commission calculations, exception workflows and documentation distribution. The implementation included plan document generation, training delivery for leaders and individual contributors, plan year communications, and reporting capabilities for commission forecasting, quota attainment and plan effectiveness analysis.
Operational coverage emphasized integrated processes with Finance, Sales Management and Sales Operations, supporting monthly, quarterly and annual commission cycles and serving as the primary administrative system for quota and commission inquiries. The application established a single source for commission calculations and payout schedules while enabling the Sales Compensation Team to act as subject matter experts for dispute resolution and policy enforcement.
Governance aligned to regulatory compliance and policy-based exception management, with formalized escalation paths and ongoing recommendations to automate tasks, reduce exceptions and improve process efficiency. Workday Compensation in this deployment functioned as the core Compensation Management system for Capital Blue Cross, connecting sales performance data to compensation workflows and internal reporting used by HR, Finance and Sales Operations.

In 2013, Capital Blue Cross implemented Cognizant TriZetto Facets as its Core Admin Processing System. The deployment was executed with Cognizant as the vendor, positioning Cognizant TriZetto Facets to centralize member and claims administration across the insurer.
Cognizant TriZetto Facets was configured to support core administration functions including member enrollment and maintenance, claims adjudication and payment processing, premium billing and invoicing, and provider network management. The implementation emphasized business rules configuration, adjudication engines, and canonical data models typical of Core Admin Processing System deployments to ensure consistent policy and eligibility handling.
The implementation enabled EDI oriented claims and eligibility interfaces to external clearinghouses and provider systems and was designed to feed downstream billing and reconciliation workflows. A Facets Consultant worked at Capital BlueCross on a six month contract from July 2019 to December 2019 in Harrisburg, Pennsylvania, reflecting ongoing application support and domain-level consulting activities after the initial rollout.
Operational coverage focused on claims, billing and administration departments with governance centered on rules-based configuration, change control and staged release processes for adjudication logic. Configuration ownership and controlled workflow updates were used to manage policy changes within the Cognizant TriZetto Facets environment.

In 2019 Capital Blue Cross renewed and expanded its use of Apixio, deploying the Apixio HCC Identifier as a component of its AI Healthcare Analytics tooling within risk adjustment operations. The implementation emphasized AI-assisted coding reviews and second-pass chart review workflows to supplement the insurer’s existing clinical review processes.
Apixio HCC Identifier was implemented as an AI-powered coding and QA application, providing machine learning driven identification of Hierarchical Condition Categories and evidence locations within patient charts. The solution surfaces specific pages and paragraphs for reviewer attention, supporting targeted clinical validation rather than full-chart manual review, and the platform was configured to support second-pass chart review processes used by the risk adjustment team.
Operationally the deployment served the Capital Blue Cross risk adjustment and coding quality functions, integrating the Apixio application into chart review workflows to ensure submitted codes were supported by clinical documentation. The tool reduced reliance on lengthy manual review by directing reviewers to high-probability documentation, and it was used as an ongoing augmentation to existing coder and clinician review activities.
Governance and rollout began with a pilot renewal that produced rapid adoption, after which the program scaled across the team, establishing Apixio as a collaborative risk adjustment partner for Capital Blue Cross. Customer service and engagement from Apixio were noted as significantly positive, reinforcing operational adoption and ongoing use of the Apixio application within the insurer’s AI Healthcare Analytics portfolio.
