In 2006 Cardiff Council implemented SAP ERP ECC 6.0 - Accounts Payable (AP) as an AP Automation deployment to formalize accounts payable processing across the authority. The implementation sits within the Council ICT Service, with the Application Support and Data Team responsible for ongoing maintenance, and the SAP instance is used extensively across a wide range of Council business areas.
The deployment focused on the Accounts Payable application of SAP ERP ECC 6.0 - Accounts Payable (AP), aligning invoice capture, supplier master data, invoice validation and payment execution workflows with standard AP Automation capabilities. Configuration work emphasized finance controls, payment run sequencing and approval routing, and the AP module was managed alongside other SAP modules in active use, including Accounts Receivable, Finance, HR, Procurement, Payroll and Works Order Management.

Cornerstone Saba Lumesse TalentLink Recruitment was configured to manage application intake, candidate data capture, equality monitoring forms, and reporting for vacancy processes. TalentLink’s equality monitoring capability was extended by HRPS to record additional equalities information, and the system was used to populate employee monitoring sections for applicants by protected characteristic groups.
The implementation operates alongside two other operating systems, DigiGov and SAP, forming a three-system data environment where DigiGov is the main HR database and SAP is the payroll system. Data is taken from TalentLink to complete employee monitoring fields and there are configured data transfers between TalentLink and DigiGov to align applicant and employee records, with references to payroll identifiers held in SAP to ensure paid employees have corresponding records.
Governance and operational practice are centered on HRPS reporting and data quality, with employees able to update their own records in DigiGov to augment equalities information. The council applies a suppression rule to published fields where counts are fewer than 10, denoted by an asterisk. The council states it continues to improve the ability of its systems to record equalities data, reflecting an explicit outcome tied to the TalentLink implementation.
