Concurrently the organization developed a custom clinical portal to extend patient information access to community clinicians and integrate directly with Oracle Cerner Millennium for secure exchange of clinical data.
The clinical portal was built to provide modules for timely patient information access, referral management, and clinician collaboration, and to support desktop and mobile workflows on iPhone and iPad, Android, Windows, and Windows 8 mobile devices. The portal was designed to be fully auditable and to require two factor authentication for external provider access, enabling CHLA to permit protected health information to be accessed outside the four walls of the hospital for the first time.
Deployment architecture for the portal is cloud based, hosted on Microsoft Azure with SQL backend, while development and release activities leveraged Visual Studio Online and TFS Online to accelerate iteration and deployment. Integration scope explicitly included Oracle Cerner Millennium EMR, providing read and transactional interoperability points between the Cerner Electronic Health Record and the portal user interface.
Rollout was phased with more than 700 physicians onboarded in the first phase and a stated goal to expand to over 2,000 community physicians, focusing governance on security, auditability, and access control for external users. CHLA leadership cited the scalability and flexibility of the Microsoft Azure platform as a primary driver of the architecture choice.
CHLA reported that using cloud services and modern developer tooling reduced development and deployment time and cost while enabling broader clinician access and collaboration, aligning the Oracle Cerner Millennium Electronic Health Record with an externally facing clinical portal that supports referring practices and regional clinical workflows.
