Dayforce Infor Lawson HCM Ceridian Dayforce HCM Core HR HCM n/a 2020 2022
In 2020, City of Abilene, Texas implemented Ceridian Dayforce HCM as its Core HR system, replacing Infor Lawson HCM. The deployment centralized human resources platform ownership within the City HR organization and established Ceridian Dayforce HCM as the authoritative HR record for roughly 1,250 employees across municipal departments. Configuration and module work focused on workflow automation and performance management. City administrators built a centralized Dayforce workflow for new positions, reclassifications, and headcount additions to eliminate manual email chains and streamline approvals, and they created automated workflows for Job Abandonment, Employee Separations, and Offer Letters. The team implemented the Performance Management module with full configuration, training, and standard operating procedures, and maintained Dayforce components including the HUB, performance configurations, notifications, and user access controls. Integrations and operational coverage were coordinated across internal functions, with the HRIS lead collaborating with IT, Finance, Risk, and Training on integrations, reporting, and process improvements. Operational use extended into departmental workflows, exemplified by a custom Location and Shift Change Form built for Water Utilities, and the organization completed a mass import of historical training records to improve data accuracy for audits. The City uses Dayforce to support compliance and reporting for ACA, FMLA, EEO-4, and TMRS requirements. Governance and change management centered on documented procedures and proactive release management. The HRIS coordinator authored SOPs for performance evaluations, Alternate Work Schedules, and shift and location changes, and conducts regular audits and cleanup of employee records, job assignments, certifications, and organizational structure. Quarterly Dayforce release reviews were instituted to assess impacts and prepare the organization for system updates, and the implemented workflows and SOPs specifically reduced manual processing, streamlined approvals, and improved system accuracy and audit readiness.

OpenGov Legacy OpenGov Cartegraph Asset Management Enterprise Asset Management ERP Services and Operations n/a 2019 2019
In 2019 the City of Abilene, TX implemented OpenGov Cartegraph Asset Management as its Enterprise Asset Management solution. The implementation was recorded in the City of Abilene City Council Agenda Integration Service and focused on bringing service order data into Cartegraph for municipal asset operations. The deployment configured a uni-directional integration to ingest a pre-defined set of Service Orders based on Activity or Type, mapping up to 15 fields into the same Cartegraph recordset. OpenGov Cartegraph Asset Management was configured to synchronize records using a unique identifier, with logic to update a record if the ID exists and to create a record or surface an error message if the ID does not exist. Integrations were explicitly built as a one-way data flow from Tyler Incode to Cartegraph, with Cartegraph staff providing the integration service. The integration scope is limited to the specified Service Order dataset and field set, relying on the unique ID for record matching and error reporting back to Cartegraph. Governance for the integration centers on single-direction data ownership and automated matching rules, which implies Tyler Incode functions as the authoritative source for the synced fields. Error handling and record creation behavior were defined as part of the rollout to ensure data consistency and to surface mismatches through Cartegraph error messages.
