In 2015, City of Raleigh deployed Oracle PeopleSoft ERP as an ERP Financial solution within the Public Utilities Administration Division, positioning Oracle PeopleSoft ERP to support core procurement, payment processing, and HR related administrative tasks. The implementation centered on transactional finance and personnel workflows used daily by administrative staff and supervisors across the Public Utilities Department.
Configuration and functional coverage emphasized requisitions and management operations, voucher creation and payment lookup, travel reimbursements and P-card processing, and handling of confidential Personal Actions Forms through HCM related interfaces. Staff-level use cases included creation and maintenance of databases and spreadsheet records, Requisition processing, voucher generation and lookup for NPOs, and routine accounts payable operations supported by Oracle PeopleSoft ERP.
The implementation was integrated with operational reporting and field service systems explicitly referenced in internal processes, including Seagate Crystal Reports IRIS for reporting, Cityworks Click FixIt for work request tracking, and a PU Applications VPN System used by merged towns to transmit pending City of Raleigh Utility Permits. Work request intake arrived via IRIS and the PU Applications VPN System, which fed crew work report distribution workflows for meter operations and cross connection teams, and staff interacted externally with NCDOT engineers for Right of Way encroachment approvals.
Governance and workflow restructuring focused on administrative controls for confidential PA forms, staff liaison responsibilities for Water Conservation programs, and an administrative support model that included backup administrative assistant duties and indirect supervision of meter operations personnel. Operationally the Oracle PeopleSoft ERP deployment supported frontline customer service, procurement and AP processes, and HR administration within the Public Utilities Department, with reporting and field service integrations embedded into intake and crew dispatch workflows.

Governance centered on confidential Personal Action Forms, processing of vouchers and requisitions, and administrative liaison responsibilities that connected NEOGOV ATS hiring records to PeopleSoft/ERP transaction and HR records.

Operational scope included utility operations, field crews, outage management and billing teams within City of Raleigh, with a focus on process alignment and governance for cross-system workflows. Implementation activities emphasized interface testing, reconciliation processes and controlled cutover steps, and included assistance with CC&B meter data management to ensure meter and billing data coherency with the Asset Performance Management environment.
