In 2021, City of Reno implemented Hyland OnBase for Content Management to remediate risk posed by an imminent shutdown of their old vendor's servers and to accelerate citywide document access and records preservation. The deployment targeted core municipal functions and began with conversions for three major departments and several smaller units to meet the hard deadline while preserving existing document type structures and keywords.
Hyland OnBase was configured to enable electronic import capabilities that removed dependence on physical scanners, granular access restriction controls, full document tracking and audit history, and an EEC connection to the city website to surface records publicly. The initial conversion strategy mirrored prior document schemas for safe transfer, then introduced the BPD to streamline workflows and began incremental rollout of forms and workflow automation to reduce manual tasks.
Operational integration included a secondary web access client provisioned for sister agencies such as Truckee Meadows Water Authority, and OnBase was used as the authoritative repository feeding the city’s separate public records system. Naviant Inc provided process consulting and implementation support, and a four person internal OnBase team managed training and ongoing configuration as adoption expanded to roughly 80 to 90 percent of departments.
Governance centered on a phased rollout that used early success stories to secure buy-in from resistant departments, enabling consolidation of multiple point systems through OnBase’s fine grained permissioning. Explicit outcomes documented by the City include reduced paper and scanner reliance through electronic import, faster public records turnaround with fewer lawsuits, improved transparency via the website EEC, full document visibility and tracking, and cost savings that were reinvested into further OnBase development.
