Operational integration included a secondary web access client provisioned for sister agencies such as Truckee Meadows Water Authority, and OnBase was used as the authoritative repository feeding the city’s separate public records system. Naviant Inc provided process consulting and implementation support, and a four person internal OnBase team managed training and ongoing configuration as adoption expanded to roughly 80 to 90 percent of departments. Governance centered on a phased rollout that used early success stories to secure buy-in from resistant departments, enabling consolidation of multiple point systems through OnBase’s fine grained permissioning. Explicit outcomes documented by the City include reduced paper and scanner reliance through electronic import, faster public records turnaround with fewer lawsuits, improved transparency via the website EEC, full document visibility and tracking, and cost savings that were reinvested into further OnBase development.
