Tyler Technologies Legacy Tyler Incode ERP Government ERP ERP Services and Operations n/a 2015 2015
In 2015, City of Sandy, OR implemented Tyler Incode ERP as its Government ERP system. The City’s financial software is Incode VX by Tyler Technologies and was successfully implemented in October 2015 to support municipal accounting and reporting workflows. The Tyler Incode ERP deployment is used by the Finance Department to manage utility and service billing, accounts payable and disbursements, accounts receivable and cash receipts, payroll, investments, municipal court processing, budgeting and financial reporting. The system operates with both online real-time entry and batch processing, reflecting a hybrid transactional architecture for daily municipal operations. Operational ownership and day to day administration are managed by in house Information Technology staff who are responsible for system security, backups and installing vendor upgrades. The Finance Department consists of the Deputy City Manager/Finance Director, Human Resources Manager, Accounting Clerk, Utility Clerk and Court Clerk, and those functional roles map directly to the financial modules and transaction flows within Tyler Incode ERP. Governance and audit alignment are explicit, the City uses the system to produce the Comprehensive Annual Financial Report and to meet Government Finance Officers Association submission requirements, and the City solicits external audit services for the CAFR and the Sandy Urban Renewal Agency annual report. Audit report formatting and timing requirements are therefore part of the operational controls and reporting workflow associated with Tyler Incode ERP.
