Spear 3i interfaces directly with the Lawson-based Financials, Human Resource and Procurement system, and with DART’s transportation management system based on Trapeze, an electronic parts cataloging system provided by Enigma, and a Fleetwatch system for monitoring and recording consumables. These integrations create transaction-level coupling between maintenance work orders, parts inventory movements, procurement requests and financial postings.
The Spear CMMS was first commissioned in 1999 and was originally developed by Tenera, with ownership now held by Infor US, Inc., which also owns and supports the Lawson suite. In 2019, Dallas Area Rapid Transit engaged Granite Solutions Groupe to conduct discovery and requirements elicitation for IBM Maximo in an Enterprise Asset Management engagement. The assignment ran October 2019 through December 2019 and centered on a planned 100% migration of DART systems and applications into IBM Maximo, with a documented suite of 2,217 business requirements driving scope and acceptance criteria. The engagement explicitly targeted business functions spanning HR, Transportation, Maintenance, Customer Service, Procurement, and Operations, reflecting an enterprise-wide operational scope for IBM Maximo as the chosen Enterprise Asset Management platform.
The project team delivered an eight volume functional and non-functional specification documentation suite, performing a customized gap analysis to ensure complete coverage of approximately 2,200 EAM/ERP business requirements. The discovery produced scored technical documentation for executive sign-off, and the project established agile delivery artifacts including sprint plans, a prioritized backlog, epics and user stories. Initial Jira boards were provisioned for issue tracking and reporting, and standard office artefacts such as Visio diagrams, Word specifications, Excel workbooks and VLOOKUP-driven traceability matrices were used to map requirements to the IBM Maximo target state.
Discovery work included elicitation of the current state of existing applications, explicitly documenting feature and non-functional specifications for Lawson, Siebel CRM and in-house applications as inputs to the IBM Maximo consolidation strategy. Separate vendors were identified as responsible for design, development, testing and deployment of the Maximo solution, requiring the discovery outputs to be consumable across multiple delivery teams. Technical documentation was evaluated and scored to provide objective inputs for executive-level decision making and sign-off.
Governance activities focused on aligning stakeholders through Agile and Scrum meetings that included DART C-level procurement, EAM, transportation and business personnel, with weekly status reporting to maintain executive visibility. The engagement emphasized rigorous gap closure between business requirements and the functional/non-functional specifications to mitigate scope leakage during downstream design and build phases. IBM Maximo was restated as the central Enterprise Asset Management application, and implementation readiness artifacts were handed off to the design and delivery teams for subsequent development and testing.
