| SAP | Legacy | SAP S/4 HANA | ERP Financial | ERP | n/a | 2020 | 2020 |
In 2020, the Department of the Prime Minister and Cabinet deployed SAP S/4 HANA as the core technology for the Government Enterprise Resource Planning program. SAP S/4 HANA in the ERP Financial category is positioned to deliver core back office business functions, with explicit emphasis on financial management, human resources, procurement services and consolidated reporting.
The GovERP implementation configures SAP S/4 HANA as the platform backbone, while the program architecture anticipates complementary edge solutions to supplement core capabilities. Functional coverage centers on financial processing, payroll and HR recordkeeping, procurement lifecycle and management reporting, reflecting ERP Financial category workflows and standard enterprise resource planning orchestration.
Funding in the 2021-22 Budget allocated Services Australia to design, build and operate the GovERP platform and to onboard the Shared Services Delivery Organisation and 14 client agencies as the initial use case. The Department of Finance retains strategic policy and governance responsibilities for the Shared Services Program, while the SDO will deliver shared corporate services to its client agencies. Other agencies are preparing business cases for broader adoption, and the Department of Industry, Science, Energy and Resources is collaborating with the Department of the Prime Minister and Cabinet, The Treasury and the Department of Agriculture, Water and the Environment on joint business cases for TechnologyOne and Aurion for small and medium agencies.
Governance reflects a shared services model with centralized policy oversight and an SDO operational delivery model, enabling staged onboarding and agency-specific edge solutions. The deployment narrative links Department of the Prime Minister and Cabinet SAP S/4 HANA ERP Financial to cross-agency back-office consolidation, consistent rollout planning and ongoing business case development for further agency adoption.

| SAP | Legacy | SAP HCM (HR) | Core HR | HCM | n/a | 2016 | 2016 |
In 2016, Department of the Prime Minister and Cabinet implemented SAP HCM (HR) as a Core HR initiative to consolidate core personnel and payroll controls across the organisation. The engagement targeted HR Corporate Branch processes and the employee population of roughly 2400 staff, aligning system configuration to enterprise agreement rules and payroll validation needs.
Configuration work verified Personnel Administration PA, Organisational Management OM, and Pay and conditions PY modules within SAP HR, and validated Employee and Manager Self Service roles delivered through the SAP NetWeaver Portal. Testing focused on business rules for employee entitlements, leave management, quota calculation, workflow routing and delegation frameworks to ensure policy aligned behavior in SAP HCM (HR).
The implementation included a data migration and payroll reconciliation dimension, validating the migration of HR and payroll records from Aurion into SAP for approximately 2400 PMC employees. Parallel payroll processing was coordinated between SAP and Aurion to compare pay results and isolate variances, and technical validation was performed in collaboration with Shared Services Centre technical resources to confirm employment condition configurations for 11 distinct enterprise agreements.
Governance and rollout readiness emphasized rigorous test management, led by a Senior Test Analyst and UAT Coordinator role that analysed requirements and design documents for 11 enterprise agreements. Detailed system and UAT test plans and scripts were prepared, and UAT sessions engaged business subject matter experts across the HR Corporate Branch to drive business validation and configuration sign off.
