In 2018, the U.S. Department of the Interior implemented SAP S/4 HANA as the core of its Financial and Business Management System FBMS, becoming the first federal agency to fully operationalize SAP S/4 HANA at enterprise scale. This implementation centralized ERP Financial capabilities for the DOI, replacing SAP ERP ECC 6.0 and consolidating financial and administrative workloads into a single system of record.
The SAP S/4 HANA deployment for FBMS focused on standard ERP Financial modules and workflows aligned with federal financial management, including general ledger consolidation, accounts payable and receivable processing, asset accounting, and financial reporting and close orchestration. Configuration emphasized a single-instance model to support cross-bureau transaction processing and to eliminate the need for parallel administrative systems, while automations addressed high-volume transaction handling consistent with the category.
Operational coverage extended across the Department of the Interior, supporting more than 14,000 users and processing more than 30 million transactions annually under the FBMS environment. The program integrated financial and administrative functions across bureaus and program offices into SAP S/4 HANA to unify procurement to payment and revenue management flows, enabling centralized recordkeeping and accountability within the DOI enterprise landscape.
CACI International served as the systems integrator during the migration from SAP ERP ECC 6.0, executing the technical cutover, data transition, and rollout governance for the DOI enterprise. Governance changes included centralizing control of financial processes within FBMS and establishing DOI-wide operational procedures for system use. The migration is described as a transformative milestone that secures and streamlines the department’s administrative backbone, positioning the DOI to remain secure, operationally agile, and future focused on its core missions.

In 2025 the U.S. Department of the Interior deployed Mark43 CAD as part of an enterprise public safety platform, using the Computer Aided Dispatch application to unify dispatch and records across multiple DOI law enforcement bureaus. Mark43 CAD was implemented enterprise-wide alongside Mark43 RMS to connect roughly 3,000 sworn officers and more than 855 locations, with the stated goal of improving interoperability and situational awareness.
The implementation combined core Computer Aided Dispatch capabilities such as call taking, unit assignment and real-time incident tracking with integrated records management provided by Mark43 RMS. The rollout included mobile eCitation capabilities and field data capture that feed directly into CAD workflows, and it established real-time data sharing between CAD and RMS to reduce manual handoffs and support investigative processes.
The project was delivered in partnership with Simple Technology Solutions, which led systems integration and the phased rollout across DOI bureaus. Operational coverage spanned multiple law enforcement bureaus within the Department, connecting dispatch centers, mobile units and records operations to a single Mark43 CAD and Mark43 RMS instance and creating continuous data flows for situational awareness.
Governance and workflow changes focused on unified incident workflows, standardized eCitation processes and centralized data sharing to harmonize cross-bureau operations. The deployment explicitly targeted reduced manual workflows and faster investigations through integrated mobile capabilities and real-time CAD to RMS data exchange.
