The programme covered core back office domains across finance, HR, procurement and payroll, and addressed the full system landscape migration across development, quality assurance and production environments. The contract timeline was set to start in October 2020 and conclude on 30 September 2021. Governance placed HCLTech as the lead integrator with responsibilities to upgrade the embedded invoice and HCM sync components and to configure optional SAP Cloud Platform and SAP Analytics Cloud capabilities, including configuration of artificial intelligence and chatbot functionality where required. SAP was separately contracted for licences, support and maintenance in a £4.9 million award given without competition, and the council acknowledged the programme would face a challenging timeline.
