| SAP | SAP ERP ECC 6.0 | SAP S/4 HANA | ERP Financial | ERP Financial Management | HCLTech | 2020 | 2021 |
In 2020 Derbyshire County Council implemented SAP S/4 HANA in a programme led by HCLTech under a £1.5m systems upgrade contract. The project explicitly targeted ERP Financial capabilities and set out to migrate the councils SAP ERP ECC 6.0 development, quality assurance and production systems to SAP S/4 HANA.
The scope delivered SAP S/4 HANA with HR compatibility packs to replicate existing HCM functionality, including payroll, time evaluation, organisation management, personnel administration, workflows, forms and travel and expenses. The implementation also provisioned SAP Fiori for user experience, BW/4 as the data warehouse backbone and SAP IQ for business intelligence, while planning to replace SRM 7 for supplier management.
Integrations and operational coverage included the embedded OpenText vendor invoice management upgrade and Epi Use Data Sync Manager for the HCM system, with BW/4 intended to consolidate transactional and analytical data for council reporting. The programme covered core back office domains across finance, HR, procurement and payroll, and addressed the full system landscape migration across development, quality assurance and production environments. The contract timeline was set to start in October 2020 and conclude on 30 September 2021.
Governance placed HCLTech as the lead integrator with responsibilities to upgrade the embedded invoice and HCM sync components and to configure optional SAP Cloud Platform and SAP Analytics Cloud capabilities, including configuration of artificial intelligence and chatbot functionality where required. SAP was separately contracted for licences, support and maintenance in a £4.9 million award given without competition, and the council acknowledged the programme would face a challenging timeline.

| SAP | Legacy | SAP Absence and Leave Management by WorkForce Software | Absence and Leave Management | HCM | n/a | 2018 | 2018 |
In 2018 Derbyshire County Council implemented SAP Absence and Leave Management by WorkForce Software for Absence and Leave Management. The deployment targeted HR and payroll administration across the council, with specific operational guidance published for school payroll officers in the United Kingdom.
The implementation configured absence recording and entitlement logic to treat relief employees the same as contracted employees, requiring absences to be entered into SAP using standard absence maintenance processes. The solution captures relief hours and applies occupational sick pay rules based on the previous three months relief hours, and it evaluates eligibility for Statutory Sick Pay where employees pay National Insurance.
Operationally the application feeds absence events into the council payroll processing and aligns with HR master data for employee type and NI status. The rollout emphasized consistent absence entry workflows for schools and central HR, ensuring relief worker absence records are available to payroll calculations and entitlement assessments.
Governance changes were formalized to mandate that any notified sickness for relief employees be recorded in SAP in the same manner as contracted staff, and the policy change clarified entitlement rules for occupational sick pay and Statutory Sick Pay eligibility for relief staff.
