In 2020, eHealth NSW implemented Oracle Cloud ERP. The Oracle Cloud ERP deployment serves as the statewide ERP Financial system for NSW Health, providing the core finance backbone to support Finance business functions across the organisation.
The implementation includes core finance modules such as General Ledger, Intercompany, Assets, Projects, Receivables, and Cash Management, with adjacent EPM capabilities for Planning, Reporting, AutoReconciliation and Data Management operated by the same applications team. Configuration and automation focus on transaction orchestration, journal processing and period close workflows typical of an ERP Financial environment.
Architecturally the Oracle Cloud ERP instance is integrated into a broader finance ecosystem with extensive integration to upstream transaction processing systems and downstream reporting applications, and it works alongside Hyperion and Oracle EPM Cloud components to support planning and reporting. Operational scope is statewide across NSW Health finance functions, processing around 9 million journal lines per month as part of one of the largest Oracle EBS and Oracle ERP Cloud installs in Australia.
Governance and run operations are managed by an Applications Solution Team of approximately 50 employees, contractors and consultants who deliver projects using an Agile program delivery methodology and provide third level support for business as usual incidents. Notable program activity includes reimplementation work migrating Oracle General Ledger in July 2023 and Oracle Receivables and Cash Management in February 2025 from Oracle E-Business Suite R12.2.7 into Oracle ERP Cloud.

| Oracle | Legacy | Oracle Cloud HCM | Core HR | HCM | n/a | 2019 | 2020 |
In 2019, eHealth NSW implemented Oracle Cloud HCM to deliver Core HR capabilities for its approximately 2,000 employees and to centralize HR data and reporting across the organization. Oracle Cloud HCM was positioned to support HR reporting, workforce administration, position management and personnel recordkeeping required by a government health agency operating in Australia.
The deployment focused on Core HR functional modules typical for this category, including an enterprise employee data model, position and job structures, absence and leave administration, configurable security roles, and an embedded reporting and analytics layer. Oracle Cloud HCM reporting capabilities were emphasized to enable standard and ad hoc HR reporting, with configuration of data objects and subject areas to align with NSW Health workforce semantics.
Operational coverage included HR and workforce administration functions across eHealth NSW, and the organization explicitly recruited an HCM Reporting Lead to develop an HCM Cloud Reporting strategy, lead the HR reporting function, and develop HR reports. The hiring process required candidates to demonstrate experience in HCM Cloud reporting frameworks and stakeholder engagement to define reporting requirements, indicating a governance intent to centralize report development and business engagement.
Governance and process changes were organized around a centralized reporting function and structured stakeholder intake, with the HCM Reporting Lead role used to formalize reporting standards and business engagement workflows. The implementation narrative centers on eHealth NSW Oracle Cloud HCM Core HR supporting HR reporting and workforce administration, governed through a dedicated reporting lead and controlled report development practices.

In 2022, eHealth NSW implemented Oracle Cloud EPM to consolidate and modernize its Financial and Commercial planning, consolidation and modelling capabilities within the EPM category. The cloud deployment replaced a named Oracle Hyperion environment and was scoped to support financial and commercial applications across NSW Health, aligning with eHealth NSW responsibility for core clinical systems, data and analytics and business management systems.
The implementation centered on Oracle Cloud EPM modules including Planning and a Consolidation site, with functional continuity for capabilities previously delivered by HFM, FCCS and Essbase platforms. Deliverables emphasized end to end solution design, development of EPM modules, master data plans and docking station configurations, and the extension of financial modelling workflows into the Oracle EPM Cloud Planning consolidation site.
Operational coverage included finance and commercial modelling teams across NSW Health, with day to day activities such as data reconciliation, financial modelling support, systems performance monitoring and troubleshooting embedded into runbook practices. The program required coordination with internal stakeholders to manage master data, maintain reconciliation processes between source financial and commercial systems and the Oracle Cloud EPM environment, and to sustain Essbase-style analytical cubes and consolidation workflows within the cloud service.
Governance and capability uplift were formalized through an agile delivery model reporting into the EPM Consultant, with mentoring, workshops and training to upskill internal teams on complex financial models and cloud EPM operations. Change control, master data governance and operational incident monitoring were emphasized to maintain consolidation accuracy and continuity of financial close and planning processes within the Oracle Cloud EPM implementation.
