Fujitsu acted as the council’s long term technology partner and collaborated with implementation specialist Evosys, which hosted advisory workshops to map existing business processes to the new SaaS design. Evosys and Fujitsu co created a detailed roadmap and configuration plan that emphasized standard SaaS processes over bespoke customisations, aligning governance and stakeholder engagement across HR and IT teams.
Oracle Cloud HCM was deployed to deliver Core HR capabilities including employee records management, payroll integration readiness, reporting and embedded analytics. The broader SaaS scope covered financials, HR and payroll, projects, procurement, budget planning and reporting, positioning Oracle Cloud HCM as the central HR system within that suite.
Operational coverage targeted council departments across the county and was sized for approximately 7,500 named users, with a go live milestone scheduled for October 2021. The deployment emphasized a modern, device responsive user interface to support remote working and to standardize HR and payroll workflows across sites.
Governance changes included advisory led process redefinition, a roadmap driven rollout and a deliberate move away from custom code to reduce maintenance overhead. The council explicitly planned to remove on premises hardware and to use Oracle SaaS delivered real time analytics for decision support, while advisory workshops by Evosys ensured business process articulation and implementation alignment.
