In 2017 Forever 21 implemented SAP Concur Expense as its Expense Management solution to centralize travel and expense workflows across finance, procurement, HR and marketing. SAP Concur Expense was configured for core expense reporting, travel booking and approvals, invoice capture, and policy based reconciliation typical of Expense Management platforms. Configuration work included user expense profiles aligned to departmental approval chains, and workflows to coordinate PR and PO creation in SAP while marketing budgeting and ROAS calculations continued to be prepared in Excel using intermediate formulas.
Operational handoffs were established between SAP Concur Expense and SAP for procurement transactions and trip management, reflecting daily PR and PO activity in SAP that interfaces with expense and travel workflows. Regional invoice streams from Mexico, Canada, EUUK and Asia were processed and organized for finance review and audit readiness, with expense and invoice records prepared for company audits.
Governance and process controls included predefined steps to ensure timely completion of time and attendance paperwork, coordination to close payrolls on a weekly basis, and tracking of PTO hours and sick days for a departmental population exceeding 125 people. The finance procurement liaison function leveraged Concur expense reports and SAP procurement flows to manage OPEX and CAPEX requests, control issuance of hardware and software, and replenish office supplies.

Governance and operational ownership rested with the Global Talent Acquisition Manager, who partnered with HR Operations and HR Information System teams, coached corporate recruiters, and used recruitment dashboards such as time to fill and candidate experience to inform screening policies. The configuration supported full cycle recruitment for executive hires and mass hiring for distribution center and retail associates, standardizing screening workflows across corporate, distribution, and international sites.
The Sterling Background Check rollout was executed as a component of broader onboarding process improvements, with screening orchestration and ATS integration designed to streamline pre-employment checks and handoffs into HRIS driven onboarding.

Operational scope covered cross-business unit merchandising and planning processes, consolidating data inputs from multiple commercial teams to inform centralized planning decisions. Deployment activities explicitly included data cleansing, solution design and user acceptance testing, with Veltio engaged as the implementation partner alongside Oracle to execute configuration and rollout tasks.
Forever 21 implemented Oracle Retail Merchandising System for Retail Management to enable planners and merchants to better predict demand and align assortments to customer preferences, and to make planning decisions based on consolidated data across business units. Governance changes focused on unifying assortment and size profile decisioning into the new system while preserving fast fashion cadence and SKU-level planning discipline.
