In 2015, GIC Singapore implemented Oracle PeopleSoft ERP to automate consolidation and to centralize financial operations across its international offices. The Oracle PeopleSoft ERP deployment served as the core ERP Financial system supporting statutory reporting, management reporting FP&A, and day to day finance operations for the corporate accounting division of 25 finance professionals covering 10 countries.
The implementation centered on PeopleSoft Financials capabilities for general ledger, consolidation, budgeting and financial reporting, configured to support group level FP&A and statutory financial statement preparation. Configuration work included automated consolidation workflows and budgeting modules to enable consistent group reporting and to support annual audit and corporate tax submissions.
Operational coverage combined a group consolidation instance with local PeopleSoft Financials deployment for the New York office and other international sites, enabling local transaction processing and centralized reporting. Process automation initiatives ran alongside the PeopleSoft deployment, including robotics automation and paperless solutions to reduce manual tasks and streamline payment and vendor management processes.
Governance and controls were embedded in the rollout through formulation of finance policies, operating guidelines and internal control procedures, with regular liaison to legal for statutory and FRS change reviews. Reporting lines were structured to present consolidated GIC Group financials and budgets to senior management, the Board of Directors and the Audit Committee, aligning the system outputs with executive and audit governance requirements.
Explicit outcomes reported from the program included significant cost savings from headcount reductions and process efficiency following paperless and automation initiatives, optimized cashflow through revised payment policies and improved vendor credit terms, and the successful establishment of local finance teams and PeopleSoft Financials capability in new offices.

Functional workstreams included core employee record management, payroll processing, downstream data provisioning for people analytics, permission and audit controls, and process automation for onboarding, role changes and separations, reflecting typical Core HR functional flows.
Integration and operational practices were organized around IT partnership and an embedded HR business analyst model, with the HR People Analytics & Solutions team acting as the business owner. Day to day operations included working with technology teams to analyze and resolve production issues, coordinating system integrations, executing system testing, and serving as the primary contact for integration and change tickets, supporting business groups across GIC.
Governance and rollout emphasized testing, training and communication led by HR digital strategy leadership, with explicit responsibilities for maintaining HR system integrity, audit and permission control, and driving adoption through change management.
