In 2019 Gov Facility Services Ltd deployed Oracle Cloud ERP to establish rapid financial, procurement and payroll controls across its newly formed facilities management organization. In 2019 IBM Services worked with GFSL to configure and deploy Oracle Global HR, Financials and Procurement Cloud in under three months, followed by Oracle Payroll Cloud within six months, addressing a critical need to stand up operating capabilities quickly for prison estate maintenance.
The implementation focused on core ERP Financial capabilities, delivered as a minimum viable product split into two releases. Release one encompassed Oracle Financials Cloud, Global HR, supply chain, procurement and expenses, with automated three way matching introduced to validate purchase orders, goods receipt and invoicing. Release two added Oracle Payroll Cloud and absence management, with payroll configured to support more than 106 distinct pay elements to capture hours, overtime, pension and variable entitlements used across multi site staff and contractors.
Architecturally the solution was provisioned within the Government Oracle Cloud, with Oracle responsible for environment deployment and IBM Services providing systems integrator services, configuration, data remediation and training. The program accounted for constrained site connectivity by enabling alternative secure locations to access Oracle Cloud, and aligned core processes with Ministry of Justice platforms where appropriate. The environment processes roughly 700,000 transactions annually for planned maintenance, repairs and related service work, and IBM Services delivered on site and remote training for more than 220 front line employees.
Governance and operational change emphasized a tight control framework and a continuous improvement cadence, shifting GFSL from manual, paper invoice processing to governed procure to pay and payroll workflows. The project instituted business rules and controls to receipt goods on time, procure from approved vendors and manage fixed prices, while IBM Services supported ongoing configuration to resolve inherited payroll anomalies. Outcomes reported by GFSL include the ability to pay more than 1,000 staff and contractors and hundreds of supply partners on time each month, automated processing of thousands of work orders and requisitions, and improved capability to report operational costs and maintain estates compliance.

In 2019, Gov Facility Services Ltd implemented Oracle Cloud HCM as part of a rapid deployment of Oracle Cloud HR, Financials and Procurement to underpin newly formed operations taken on from a failed private-sector provider. Oracle Cloud HCM was deployed to deliver Core HR capabilities including payroll, absence and global HR management, and the deployment timeline delivered Global HR, Finance and Procurement in under three months, with Oracle Payroll Cloud live within six months.
The implementation encompassed Oracle Global HR, Oracle Financials Cloud, Oracle Procurement Cloud and Oracle Payroll Cloud, configured using a minimum viable product approach and delivered in two releases. Configuration work included payroll element modeling with more than 106 distinct pay elements, absence management configuration, automated procurement three way match workflows, and finance controls to enable month end and reconciliation processes to be established.
The solution was provisioned within the Government Oracle Cloud and aligned with Ministry of Justice Oracle usage through the SSCL SOP platform to maintain governance alignment across public sector systems. IBM Services acted as systems integrator and provided hands on governance and business rules expertise, on site and remote training for over 220 front line employees, and helped enable alternative connectivity options where individual prison IT infrastructure was unsuitable.
Project governance emphasized a two release, minimum viable product cadence to hit the compressed timeline and to allow continuous improvement thereafter. IBM Services supported data remediation and iterative payroll fixes to address duplicated and misclassified records inherited during the transfer, and the combined team established procurement and financial controls that began the process reengineering needed for automated purchasing, receipts and invoice matching.
Explicit results stated by the program include more than 1,000 staff and contractors and hundreds of supply partners paid on time each month, the processing of around 700,000 annual transactions for maintenance and repairs workflows, and automated handling of thousands of work orders and requisitions to help maintain estates compliance and support the Prison Service. Gov Facility Services Ltd Oracle Cloud HCM Core HR deployment therefore established a standing payroll, procurement and financial operating platform within six months, while enabling further extensions such as catalog driven purchasing and advanced financial monitoring.

In 2019 Gov Facility Services Ltd implemented Oracle Procurement Cloud, Procurement, to centralize procurement controls, supplier invoicing and automated three-way matching as part of a time-critical back-office build for prisons facilities management. The Oracle Procurement Cloud deployment was delivered in parallel with Oracle Global HR and Financials Cloud, with the broader Oracle Payroll Cloud following within six months, reflecting a staged two-release, minimum viable product approach to meet urgent operational needs.
The implementation of Oracle Procurement Cloud included configuration of purchase order processing, goods receipt confirmation and automated invoice matching workflows, enabling the automated processing of thousands of requisitions and work orders. The project deliberately focused on core procurement capabilities first, preserving scope for future extensions such as catalog-based purchasing and advanced financial monitoring while securing immediate supplier governance and payment accuracy.
The solution was provisioned within the Government Oracle Cloud environment and aligned with Ministry of Justice Oracle usage through the SSCL SOP platform, with Oracle deploying the environments and IBM Services acting as the systems integrator and delivery partner. IBM Services provided additional transition staff, on-site and remote training for more than 220 front-line employees, and alternative connectivity arrangements where prison IT infrastructure constrained direct access to Oracle Cloud.
Governance and process changes accompanied the technical rollout, moving GFSL from paper invoices and ad hoc Ministry payments to enforced three-way match controls, approved vendor lists and receipting discipline to support estates compliance across some 52 prisons in the South West, South Central, Kent and Sussex, Greater London and East of England. The Oracle Procurement Cloud implementation enabled timely supplier payments, tighter financial oversight and automated processing at scale, supporting GFSL operations and its remit to maintain compliance and service continuity in high-security prison environments.
