In 2015, NSW Government implemented SAP ERP ECC 6.0 as an ERP Financial platform to consolidate finance operations across multiple public sector entities. The deployment was executed on the SAP NetWeaver ERP platform and designed as a shared services solution supporting multiple entities within the group.
Implementation focused on finance functional modules, with explicit configuration of Accounts Receivable and Order to Cash processes. Functional components implemented included SAP PS, SD, AR, RE-FX, GL and CO-PA, together with SAP Master Data Governance MDG and SAP FSCM Credit, Collections and Disputes Management to govern master data and credit control workflows.
The delivery integrated Order to Cash flows across SD, PS and AR, and linked GL and CO-PA for consolidated financial posting and profitability analysis, all orchestrated on the SAP NetWeaver application stack. Operational coverage targeted finance and shared services teams across the grouped entities to standardize record to report and receivables operations.
Plaut IT Australia served as lead consultant on the ECC6 implementation, providing FI AR leadership from January 2014 to March 2017. Governance measures emphasized centralized master data controls via SAP Master Data Governance and standardized credit and collections processes through SAP FSCM.

In 2017, NSW Government established a whole of government cloud services agreement for SAP SuccessFactors Employee Central to provide Core HR functionality across state agencies. The contract term was mandatory from 27 Nov 2017 to 26 Nov 2022, it was updated on 19 Jan 2021, is managed by Digital.NSW as the contact owner and is recorded under contract number 1217.
The SuccessFactors cloud service product bundle implemented includes SAP SuccessFactors Employee Central along with performance and goals, succession and career development planning, JAM Advanced, workforce analytics, workforce planning, recruiting, onboarding, learning, and preferred success support. The contract specifies that the bundle is used for permanent employees, while contingent labour for temporary positions is to be managed under a separate Contingent Workforce Scheme. Additional SuccessFactors optional products include SAP consulting and professional services.
Deployment was structured as a vendor hosted cloud service product bundle, with initial bundle prices including both production and test instances. Pricing was fixed for the first five year term with renewals subject to annual CPI increases, and pricing was agreed on condition of an overall minimum number of users across all NSW Government users. The agreement permits overage handling and transfer of cloud subscriptions between NSW Government agencies subject to contract conditions, and detailed offshoring arrangements were agreed requiring agency review for suitability.
Governance provisions include a pre approved, pre filled SuccessFactors Customer Contract template incorporating Procure IT v.3.2 to simplify procurement, and all individual customer contracts must be co termed with the head agreement to expire concurrently. Agencies are responsible for monitoring their use of SuccessFactors and must first seek resolution of complaints or disputes at the agency level. The agreement makes SAP SuccessFactors Employee Central the Core HR human capital management platform available to NSW Government sector agencies, statutory public authorities and state owned corporations for permanent staff across participating agencies.

Integration work tied SAP PS, SD, AR, RE-FX, GL and CO-PA into a cohesive business process flow, ensuring transactional continuity between project accounting, sales order processing, receivables, real estate accounting and profitability analysis. Operational scope emphasized finance and AR functions across multiple government entities, using the integrated module set to standardize invoicing, credit checks, collections activity and dispute resolution.
Plaut IT Australia provided lead consulting and implementation services for the ECC6 rollout, including Order to Cash leadership and module integration work across the project period noted in implementation records. Governance was implemented through SAP Master Data Governance and a shared services operating model, embedding centralized master data controls and standardized O2C procedures for group-wide operational consistency.
