In 2019 GovTech Singapore implemented Workday Financial Management to establish a centralized ERP Financial platform for corporate finance and fixed asset accounting. The deployment was positioned to support agency finance workflows and monthly management reporting through Workday Financial Management capabilities.
Configuration focused on fixed asset accounting, asset capitalization workflows, Asset Under Construction AUC commissioning, and lease liability accounting. GovTech configured spend category controls for asset classification within Workday Financial Management and built the FI@Gov dashboard for assets and AUC to provide recurring management reporting and visibility into capitalization status.
The Workday implementation was operated alongside the agency Asset Management Systems AMS with explicit reconciliation processes, including weekly checks of physical counts and financial information in Workday against AMS and reconciliation of the lease liability payment ledger to the lease payment schedule. Operational coverage included central finance, fixed asset operations, and teams responsible for audit schedules and monthly asset reporting.
Governance and process changes emphasized business partnering and transaction controls, with role based guidance to users on spend category usage for assets, capitalization procedures, and AUC commission. Operational responsibilities retained in the deployment included timely registration of assets, preparation of fixed asset audit schedules, weekly reconciliation routines, and periodic review of Low Value Asset and Small Value Asset ledgers, supported by the FI@Gov reporting instrumentation.

In 2019, GovTech Singapore implemented Workday HCM to centralize Core HR capabilities for its central Human Resources organization. The deployment targeted HR operations that support HR Business Partners and day to day personnel administration across the agency.
Workday HCM was configured to support compensation administration, contracts and bonus management, and employee lifecycle processing including probation, staff movement, and secondment workflows. The implementation included a structured data migration program with ETL tasks, data cleansing, validation, verification, and post migration reconciliation to populate Workday HCM.
Operational coverage emphasized mentoring external vendors and training HR colleagues on system usage and ongoing data maintenance, with HR practitioners performing contract, bonus and lifecycle transactions directly in Workday HCM. The Core HR deployment formalized transactional HR processes and centralized personnel record management for GovTech Singapore.
Governance work produced standard operating procedures for handovers and vendor oversight, and senior HR staff were assigned to mentor vendors and colleagues on HR operations processes and data stewardship. Ongoing operational responsibilities documented during the project included ETL oversight, regular data validation cycles, and post go live data maintenance within Workday HCM.

In 2017 GovTech Singapore implemented Appian BPM Suite as a Process Mining solution to formalize process discovery and orchestration across Government Technology Agency initiatives. The Appian BPM Suite deployment was positioned to capture and visualize end-to-end process flows while enabling workflow automation and rules-driven orchestration aligned with process mining and operational analysis use cases.
Implementation work included requirements gathering and configuring Appian BPM Suite features for process modeling, workflow automation, business rules, and embedded process analytics. Appian BPM Suite was used to build BPM-based applications that automated handoffs and exception handling, and to create visual process models for stakeholder validation.
The implementation included enterprise-grade integrations, explicitly designing and implementing connectors to Oracle DBMS for transactional data, LDAP for directory services, and Active Directory for authentication and identity mapping. Integrations supported process event capture and system orchestration, and the architecture emphasized reusable integration patterns to connect Appian BPM Suite to existing government data sources and identity services across client organizations.
Governance and operational change accompanied the technical rollout, with teams defining business processes with stakeholders, mentoring junior developers, and driving adoption by empowering client resources to become self-sufficient building process applications. Staff were coached to identify additional business process opportunities for the Appian BPM Suite, creating a governance loop that combined process discovery, application development, and ongoing process improvement.
