The GovTech APEX Platform provides a government-wide API catalogue that lets agencies publish, discover and monitor APIs, and it supports over 100 million API calls per month across roughly 2,400 published API functions, with 31 agencies onboarded across 44 projects. Implementation of the GovTech APEX Platform centers on a self-service model and multi-tenanted Environments, supporting modern RESTful and SOAP APIs alongside provisioned professional services. Key functional modules include an API catalogue or library for inter-agency reuse, a central logging system that surfaces API call logs for troubleshooting, and a central administration dashboard that provides system health checks and analytics. The platform also exposes open source components such as Node.js and Java API signature libraries, a Node.js HTTP proxy server for attaching APEX authentication headers, and an APEX API signature validator to standardise authentication and request signing. Operational integration patterns are explicit and governed, users must complete an onboarding form via enquiries_apex@tech.gov.sg and the APEX team sizes subscriptions in Apex Units before provisioning. Onboarding workflows include a kickoff and training for API and APP creation, firewall configuration to enable APEX communication with agency systems, and certificate exchanges where required. The APEX team sets up the subscribed environment, links tenant accounts to the environment, notifies tenants to verify the setup, and provides support for exceptions encountered during API creation and consumption. Governance and process changes are embedded in the platform, APIs contain coded access rules that control who can access data and how data is transferred, creating a central point to manage monitor and harden security for APIs. The design explicitly targets reduced duplication through discoverable APIs, safer transfers between public Internet front ends and intranet back ends, and simplified inter-agency data sharing that saves manpower hours and enables rapid service development without backend changes.
