Governance aligned to district escalation paths, staff followed established procedures to escalate unresolved issues to the DOC, CSM, or DGM, and maintained documented workflow steps for invoice handling. Coupa Invoice served as the system of record for invoice approval routing and payment preparation within the described district administrative and operations functions.
