In 2016, Independence Health Group implemented HealthRules Payer from HealthEdge Software as a Core Admin Processing System to centralize payer claims administration and eligibility validation. HealthRules Payer was deployed to support claims lifecycle processing, cost share calculations, member eligibility checks, and electronic notifications tied to claims status and adjudication.
The implementation emphasized functional modules for claims intake and adjudication, cost share and benefit application, and file-based exchange management. HealthRules Payer was configured to validate claims cost share details against member eligibility, generate service files and distribution files, and accommodate ongoing product releases and module updates through controlled testing and configuration reviews.
Operational architecture included file-based integrations with Blue2 and Planconnexion for service file submission and validation, FTP locations for loading production claims, and interaction with BlueSquared and the Interplan Teleprocessing System to support out-of-area claim routing and real time record and status tracking. Database validation and SQL query testing were used to verify data transforms and final claim status in HealthRules, while email notification handling and DF creation in Planconnexion were validated as part of the exchange workflows.
Governance and rollout were led through a structured testing program, with a Lead Test Analyst coordinating test planning, test data preparation, execution of test scripts, defect reporting, and stakeholder status reporting. The program included coordinated user acceptance testing with business stakeholders, training on new HealthRules Payer releases and modules, and contribution to formal project closure activities across claims operations and ITS teams in the United States.
