In 2019, Kela deployed Recright Video Interviewing to streamline first-round candidate screening. Kela, the Social Insurance Institution of Finland with 6024 employees, used Recright Video Interviewing in high-volume recruitment campaigns such as trainee and internship hiring, with HR, recruiting teams and line managers participating in review and selection workflows. Recright Video Interviewing is a Video Interviewing application that became an integrated prescreening layer in Kela's hiring process, explicitly supporting assessment of motivation and role fit beyond CV content.
Configuration centered on standardized, asynchronous video question sets and recorded candidate responses to create consistent evaluation artifacts for reviewers. Functional capabilities implemented included structured screening interviews, recorded response playback for hiring managers, and centralized candidate response repositories to allow recruiters to compare motivation and suitability across a broad applicant age range. These capabilities are consistent with Video Interviewing workflows used to scale initial screening and enable collaborative reviewer decision making.
Governance and process changes shifted first-round screening ownership to the Recright Video Interviewing platform, enabling recruiters to reduce the number of in-person interviews and involve line managers earlier in the funnel. Kela reported being able to form a more complete picture of candidates quickly, to exclude some applicants with strong CVs from personal interviews when fit was low, and to receive positive reception from younger applicants who perceived the method as modern. The implementation supported scaling hiring throughput for large applicant pools while standardizing assessment criteria across recruiting teams.

In 2021, Kela implemented Questback Essentials as a core tool for ongoing questionnaire and form based data collection to support service development and operations. Questback Essentials is employed as a Survey and Questionnaire application across Kela's public services in Finland, providing a standardized platform for structured feedback and stakeholder engagement.
The deployment centered on configurable survey and questionnaire creation, multi channel distribution, conditional logic and branching, response aggregation, and reporting capabilities. Questback Essentials was configured to support recurring pulse surveys, structured feedback forms, and consolidated reporting dashboards that operational teams use to monitor service performance and user input.
The implementation covers multiple stakeholder groups within Kela, including public service delivery and operational management teams across Finland, and it supports ongoing data collection workflows that feed into service development cycles and operational decision making. Questback Essentials is integrated into day to day feedback processes rather than as a point tool for isolated studies, enabling continuous listening across organizational units.
Governance emphasized standardized survey templates and consistent reporting formats to preserve comparability of results across teams and time. According to Questback customer case material, the implementation enabled faster, more flexible data collection and quicker operational responses in a changing environment.
