In 2023, L.A. Care Health Plan implemented SAP S/4 HANA for ERP Financial. The deployment replaced Microsoft Dynamics NAV and centralized core finance and accounting functions for the payer.
SAP S/4 HANA was configured to deliver core Financial Accounting and Controlling capabilities, including general ledger, accounts payable, accounts receivable, asset accounting, cost center and profit center accounting, and financial close orchestration. Configuration work emphasized a standardized chart of accounts and automated period close workflows to align accounting processes across the organization.
The implementation leveraged the SAP S/4 HANA core platform with HANA in-memory processing to provide real time transaction processing and reporting for enterprise financials. Architecture and system configuration were sized for a 2500 employee health plan, designed to support centralized ledger processes and enterprise financial reporting.
Governance and process changes accompanied the rollout, including centralization of financial control policies, role based access aligned to SAP security roles, and revised month end close procedures. Rollout sequencing prioritized finance and accounting teams with phased adoption to stabilize core ledger and reporting before extending configuration and controls to adjacent functions.

In 2018 L.A. Care Health Plan implemented WorkForce Absence and Leave from WorkForce Software in the Absence and Leave Management category to centralize leave case management and enable employee and manager self service. L.A. Care deployed the application as part of a broader workforce management stack that also included WorkForce Software Time and Attendance and the Absence Compliance Tracker, integrated with SAP SuccessFactors Employee Central and Payroll.
The WorkForce Absence and Leave implementation delivered configured modules for absence case tracking, compliance workflows, leave eligibility rules, time off requests, attendance banks, and manager and employee self service reporting. Configuration followed WorkForce Software activation methodology, with requirements gathering, system configuration, and User Acceptance Testing to map leave types, accrual rules, role based approvals, and exception handling.
Integrations were a core architectural element, the system used automatic interfaces so employee master data from SAP SuccessFactors Employee Central flowed into the workforce management suite and payroll updates propagated to Payroll, removing manual reconciliations. The integrated architecture established Employee Central as the HR system of record and WorkForce Absence and Leave as the operational leave management and compliance execution layer within L.A. Care’s HR ecosystem.
The program was executed by implementation partner HRchitect over an estimated 10 month timeline, kicking off in February and targeting a December 24 go live to achieve a clean tax year. HRchitect staffed a Project Manager, two Implementation Consultants, an Integration Consultant and an Application Consultant and worked alongside L.A. Care subject matter experts through UAT, parallel monitoring during the go live period, and on site training sessions for administrators and end users.
Post go live managers and employees adopted self service for reports, exceptions, time off requests and attendance banks, and L.A. Care reported a 90 percent reduction in manual HR processes related to payroll and Time and Attendance. HRchitect continues to provide system administration and support for ongoing process refinement.

In 2015 L.A. Care Health Plan configured Cognizant TriZetto QNXT as a Core Admin Processing System to support claims processing, provider data management and benefits administration. The implementation emphasized maintenance of QNXT dictionaries, system files and tables, and the creation of configuration management documentation to govern future mission critical systems.
Configuration work centered on claims system configuration, provider data management, benefit administration configuration and regulated medical code set configuration, including ICD-10-CM. The project included provider contract and fee table configuration and development of division of financial responsibility logic, reflecting detailed business rules embedded in Cognizant TriZetto QNXT.
Operational coverage included coordination with Utilization Management and Case Management streams and Provider Data information systems, with work performed in the Greater Los Angeles Area. The team tracked configuration change operation issues and resolution for populations such as DUALS, CBAS and CCAP, and generated reporting used by Quality Improvement, Member Services and Finance.
Governance and process changes were driven by formal configuration management practices, system enhancement and upgrade responsibilities, and training. L.A. Care supervised a dedicated configuration function, including eight configuration analysts, who maintained QNXT configuration artifacts, trained staff on QNXT and supported business process improvement initiatives tied to the Core Admin Processing System.
