In 2013, Loudoun County Public Schools launched the first phase of Oracle E-Business Suite as a joint County and Schools ERP deployment. Oracle E-Business Suite was implemented as an ERP Financial solution to support core finance and procurement business functions across Loudoun County Government and LCPS.
The program was executed in a three phase rollout, with the procurement workstream designated as Advanced Procurement in Phase 3. Advanced Procurement included the iSupplier module and a Sourcing program, with iSupplier going live on May 12, 2014, and Sourcing launched on May 23, 2014.
Operational coverage spanned finance and procurement departments for both the County and the Schools, and the implementation introduced vendor self service through the iSupplier portal. In early June 2014 the County and Schools began publishing solicitations and bid opportunities using the new procurement tooling.
Governance was organized around phased sequencing to bring procurement capabilities online after core financial modules, enabling staged vendor onboarding and solicitation publication. The deployment emphasized supplier portal functionality and procurement automation within Oracle E-Business Suite as part of the ERP Financial program.
