In 2009, ManTech implemented Oracle PeopleSoft ERP to address its ERP Financial requirements across program and contract accounting. The deployment emphasized Oracle PeopleSoft ERP as the central accounting system supporting project financial management for approximately 1,700 active programs.
The implementation configured core PeopleSoft modules including Projects, Contracts, Billing, Time and Labor, and Expense management, with targeted configuration for project ledger posting, contract accounting, accruals and billing workflows. Functional capabilities included direct cost and indirect cost capture, unbilled accounts receivable processing, revenue recognition entries and accrual reversals, aligned to program-level cost control and reconciliations.
ManTech executed a series of M and A financial system integrations into PeopleSoft, planning and directing 20 integrations from Deltek GCS and Costpoint sources. Those integrations moved cost detail and billing elements into the Projects Ledger and linked acquired program cost structures into the centralized PeopleSoft accounting environment, supporting rollup of financials from entities associated with acquisitions.
Governance activities centered on developing policies, procedures and process documentation for contract and project financial management and establishing administration responsibilities through the Finance Program Control Group and four functional system managers. Training programs were authored and delivered covering accruals, billing, contract setup, PSR cost approval, PeopleSoft introduction, PM dashboard use, program control training, time and labor and expenses.
Operational execution emphasized rapid, resource efficient reconciliation and documentation practices, with implementation work described as consistently on schedule and under budget. The PeopleSoft deployment became the authoritative ERP Financial platform for program accounting, billing and timekeeping workflows supporting ManTechs finance and program control operations.

Workday Absence Management was configured alongside Core HR, Payroll and Time Tracking modules and supported by the wider set of Workday capabilities maintained by the HRIS organization. Configuration work emphasized standard absence types and leave plans, accrual and balance calculations, approval routing tied to organizational structures, and the capture of leave data for downstream payroll and timekeeping processes. The Workday Absence Management implementation was set up to centralize leave records and enforce standardized leave policies within the existing Workday tenant.
Operational governance for the application was administered through an HRIS team structure, with a Senior HRIS Manager supervising a team of four and coordinating with development resources for integration and projects. The HRIS organization managed biannual Workday releases and change control for absence configurations, which established a formal workflow for updates and testing. Business functions directly impacted included HR operations, payroll, and timekeeping, with the HRIS team providing ongoing configuration, release management and cross-team coordination.

Integrations were implemented using Integration Hub and web services via SOAP, REST, and JSON, and the platform was connected to supporting technologies such as LDAP, Single Sign On, Identity Management, MID Servers, SSL certificates, SMTP, and NTP to enable hybrid orchestration and secure authentication. The architecture relied on ServiceNow instances on the Now platform, scoped application lifecycle management, and automated testing tools for release validation and operational stability.
Governance emphasized adherence to ServiceNow best practices, ongoing platform feature stewardship, and minimum credential requirements for Cyber IT Cybersecurity Workforce positions as defined in Section 6 Table 1. Change control combined scripted automation, scoped app governance, and integration oversight to align IT operations, service catalog processes, and cross functional service delivery workflows.
